WHEREAS, the Saint Paul City Council, on behalf of the peop e of Saint
Paul, acknowledges that as a matter of social justice every pers n is entitled
to decent, safe, and sanitary shelter; and
WHEREAS, the Saint Paul Emergency Overnight Shelter Board r ported to the
Saint Paul City Council on January 23, 1986 of the immediate nee for 50 shelter
beds for homeless men for this winter; and
WHEREAS, the shelter board ordinance requires the City of S int Paul to
"exercise a leadership role in acquiring sufficient resources to provide the
necessary additional shelter spaces" for homeless people in the ity; and
WHEREAS, because of the recent fire at the Dorothy Day Cent r, there are
22 fewer shelter beds for men than what are required by the emer ency recommendations
of the Saint Paul Emergency Overnight Shelter Board; and
WHEREAS, the lack of shelter beds for homeless men may mean needless
suffering or death to these men; now, therefore, be it
RESOLVED, that the City of Saint Paul accepts the report an recommendations
of the Saint Paul Emergency Overnight Shelter Board and will set the appropriate
meetings and take the appropriate actions to ensure that those r commendations
are met.
