ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with t e improvement; and be it

To insure an effective sewer separation program and to comply with -
state and federal mandates , all rainleaders (downspouts) must be
disconnected from the sanitary sewer. Your building's rainleaders are
connected if exterior downspouts connect to an underground pipe or if
your roof drains through the interior of your building. Some
apartments , com mercial and industri.al buildings will require a
separate storm sewer connection and you should request a connection
stub from the main sewer to the property at this time to avoid a
substantially higher cost to have it installed later. For more

INITIATING ACTION:
This project was initiated by the Department of Pubiic Works for treet
paving, storm sewer stub construction, and street lighting to be d ne in
canjunction with the Metropolitan Waste Controi Commission (M C)
Middle Beit Line Interceptor Project 85-66.
EX I ST i NG COND f T I ONS:
The streets contained in this proposal have an oiled roadway surf ce.
Driving surfaces are rough and uneven. Roadway widths vary beca se of
the lack of curbing. In many cases, boulevards are poorly maintai ed
because of a lack of curbing. The streets are residential and have low
traf f ic counts.

A new bituminous roadway with concrete curb and gutter is propos d.
Roadway width, curb to curb, will be 32 feet for the above listed s eets,
with the following exceptions:

dictate)
Al) driveways will be reconstructed where existing drives exist, o where
property owners request. All existing house outwalks wili be
reconstructed. Boulevards w i 11 be regraded and sodded f rom curb t
sidewalks. An energy efficient sodium vapor "bent straw" type lig ting
system will be installed.
ALTERNATES:
To restore the oiled streets to a like condition would be inconsist t with
the 1986 Combined Street and Sewer Program approved by the City
Counci l.
Typical roadway improvements which have been constructed recen ly in
other residential areas are being proposed here. The sanitary sew r
project will be done in this area. To improve the roadways now an install
the necessary storm sewer stubs wi)1 save the time, money and
inconvenience of a later project.
POSITIVE BENEFITS:
Complete improvement of the public right-of-way in conjunction ith the
mentioned sewer project will greatly enhance and add to the quali y and
character of the neighborhood. Oiling will be eliminated and main enance
costs w i i 1 be reduced.
ADVERSE EFFECTS:
There will be disruption and inconvenience during construction, bu if done
now during the proposed sewer work, the problems will be minimi ed.

completed before freeze up in the summer of 1988.
