The council further finds the frequent arking of vehicles in this residential area by these non-residential use has created residential probiems of a safety, environmental and aesthetic nature. If, during the effective period of this non-resident par ing control, parking demand shifts to streets outside of the establi hed parking areas whereby non-resident parking exceeds 51 perce of the available on-street parking space and thereby creating dditional and substantial health and safety problems in the foliowin streets, the Director of Public Works shall so notify the City Counc 1 and request that a public hearing be held for the purpose of conside ing the establishment of non-resident parking controls over th following streets. The director shall make his report to the Cou cil, setting forth his findings relating to the additional parking pr lems, together with his recommendations as to the area to b regulated and conditions to be imposed. A minimum non-refundable permit application fee of s 10 shall e charged for each residential and transferable visitor permit to cover costs incurred as a result of the implementation of residential permit parking. Residents within the restricted area, at a cost of s 1 for each p rmit, may apply to the director for non-transferable and dated special ev nt permits upon a showing by the resident that, during the date and hours f r which the permits are to be issued, the use of the permits shall be for sp cial events consistent with the residential character of the neighborhood a d other provisions of law. The director shall determine the number of pecial event permits to be issued and the hours in effect upon his determina ion that the issuance of same would not unduly impair traffic safety nor cr ate serious problems during the effective period of the permits. The director shall determine the number of a d effective period of the permits to be issued. Such permits shall not be r quired upon advanc notice to the enforcement agency for extraordinary chu h events such as funerais, memorial services, festivais or bazaars or weddin s, where issuance of such permits wouid be impractical. Persons who perform services, maintenance, repairs, or emerg cy assistance for any resident at or very near any particular area in which pa ing is so restricted are exempt from restrictions imposed by this chapt , provided that their exception terminates immediately upon the completi n of services or assistance as herein provided. Nothing in this section is int ded to prohibit a resident owner of these vehicles from obtaining resi ential parking permits for same in accordance with the provisions of this cha ter. In the event any of the permits issued under this chapter is lost duplicates shall be obtained from the director at a cost of s 1 per permit, p ovided that no such duplicate shail be issued uniess and until the applicant as furnished to the director a written statement under oath and properly not rized that he or she has lost the original permit.
