WHEREAS, the Internal Revenue Serviae regulation state that
the value of the personal use of a City-owned vehicle is
considered taxable inQOme; and
WHEREAS, the Chief A000untant requested that all departments
submit a list identifying those employees provided ta e-home city
vehieles; and
WHEREAS, no employee may use the vehieles For pe sonal
purposes, other than eommuting or "de minimis" person 1 use ; and
WHEREAS, it ean be reasonably believed that, exe pt for "de
minimis" use, the employee does not use the vehiele f r any
personal purpose other than Qommuting; attd
WHEREAS, the eommuting use will be aoQOUnted for by
ineluding an appropriate amount, as determined under
IRS Guidelines, in the employee�s gross taxable ineo e;
now, therefore, be it
RFSOLVED, that take-home city vehieles are not a lowed to be
used For personal purposes other than for commuting ; and
FURTHER RESOLVED, that the City of Saint Paul wi 1 report
the taxable operating value (personal use) of a City owned
vehiele as paid annually based on the W-2 Piseal y�a but elects
not to withhold income taxes on that value.
