WHEREAS, the city of Saint Paul has applied for and received a g ant from the
Center for Arts Criticism in the amount of $500.00; and
WHEREAS, the city of Saint Paul has applied for and received a g ant from the
Gannett Foundation in the amount of $1 ,000,00; and
WHEREAS, these grants were approved for the purpose of sponso rin a Saint Paul
visit by Media artist and critic, Douglas Davis , as part of the New W rks/Saint Paul
Media project; and
WHEREAS, the city of Saint Paul has previously accepted and budg tted a grant of
$20,000 from the Northwest Area Foundation also for the purpose of sp nsoring New Works
activities , from which $17,970,95 was spent in 1985 and $2,029.05 rem ins to be expended
in 1986; an d
WHEREAS, subject to the execution of these grant agreements th.er will exist revenues
in excess of those estimated in tfie 1986 6udget which the Mayo r, purs ant to Section 10.07.1
of the Charter of the City of Saint Paul does certify are available f r appropriation ; and
WHEREAS, Council File 277510, adopted October 1 , 1981 establishe certain Special
Fund Policies ; and
WHEREAS, the Mayor recommends that the following additions and r visions be made
to the 1986 budget subject to the execution of the grant agreements 6 tween the city and
the Center for Arts Criticism, Gannett Foundation and the Northwest A ea Foundation ;
NOW, THEREFORE, BE IT RESOLVED, that the Council of the city of aint Paul does
hereby accept the Center for Arts Criticism and Gannet Foundation gra ts with all conditions
and terms attendant thereto; and
BE IT FURTHER RESOLVED, that the proper city officials are autho ized and directed
to execute the grant agreements and contract between the city and the Center for Arts
Criticism and Gannett Foundatfions; and

The city of Saint Paul , through its,Department of Planning En Economic .
Development, has focused its attentlon ln arts development upon th growth of the
media arts. This growth Ts signlficant for a number of �easons, b t of particular
interest to the city are:
. ° The emergence of inedia art on the ^cutting eCge" of contemp rary art;
° The concentration of inedia erts organizattons Tn the 7xTn C ttes, and
particulariy in Saint Paul, that a�e recognized as national leaders
in their fields (e.g. Fiim �tn the Cities, MPR, Twin Cities ublic
Televtsion); .
. ° The translatTon of growth in the medit art forms into press re for
expanslon and upgrading of inedia art facilities and the opp rtunitles �
' to concentrate this expansion ln da+ntoMn Saint Paul , parti ularly in
' the Lowertown art dtstrict;
° The interrelatedness of inedia art development and the devel pment of
a fu I I te I econwnun icat ions i nfrastructure; and f i ne l I y,
° The introduction of new outlets for media art In Seint Paul , for example
'- cable television, and the need for critical leedership to Ip set
_ standards for producers, p�esentors-and �udiences.
The New Works/Saint Paui proJect and associ�ted activitles s ch as the Film in
the Cities and Continental Cab{e moves to LoNertown, and KTCA�s e nouncement of plans
to •exp�nd have contrlbuted to .an increased community aNareness of the media arts.
The Department of P�lanning and Economic Development, the Mlnnesot Niuseum of Art (New
Works� co-producer), and the Center for Arts Criticism see both a need and an
opportuRity to advance the community�s understanding of the medl� arts through a one-
dey symposium.
The symposium wouid present th� vtewpoints of a national lea er in the media
arts as Meil as those of Ixel critics. The symposium format wou d include a pubiic
tecture, severel discussion sessions with locsl leadership Mho ar concerned about

the media arts, and public exposure and discusslon through the prin media.

The Department of Plsnning and Economlc Development,. Minnesota Museum of Art and
the Center for Arts Criticism will invite media artist� and leading edia art
critic Douglas Davis to Saint Paul for a one-day symposTum on the m dta arts. Mr.
Davis will visit Saint Paui on Monday, December 16, 1985.
Douglas Davts is an artist, wrtter, and teacher. �As an artist he has worked
intensivety in video, performence, printmaking, and drawing since t e mid-60�s. He
has also written and lectured extensively about erchltecture, phot raphy,
television, polttics, social lssues, and art theory. Formerly art ritic of Newsweek
magazine, he 1s nohr senior �rriter specialiiing in architecture, ph ography and
cor�temporary ideas. His "V1deo Obscura" pubiished 1n 1982 was one f the first
comprehenslve statements about the nature and 1�nplications of vTd as an ert form.
His book, Artculture� Fe� � �g Post-Modern. concerns the imp rtance of content �
�n contemporary at-t and is a stenderd gulde for teeching art critt ism.

During his visit, Mr. Davis wili be scheduled to participate n the foilowing
�activities:

at � speciel meettng of the DeparFment of Planning and Economic evelopment�s
medla/teleconununications advisory committee. Mr. Davis N111 dTs uss how the
arts csn challenge our tradttional thinking about using the vari us
� telecommunlcattons channels (especially cable televiston) to cre te richer
human and community experiences. .
° Meeting wTth Local Media CrTtics. Mr. Davis will meet with loca media critics at a
session convened by the Pioneer Press/Dispatch and the Center f Arts CriticTsm.

arts critics assembled by the Minnesota Museum of Art. The eveni g�s lecture

K111 reach wider eudlences through a special edition of the New Wor s News whtch wiil
be used to promcte and inform e targetted arts end media audience. The involvement
of local. medie critics, while an important group to be engeged in t ts type of
' dlscussion to begTn with, will aiso produce dlscussion Tn articles n newspaper and
� Journel pubiications in the Twin Cities area. in addition to the f nancl8! support
. of the Gannett Foundatton, W*USA is asked to offer its suggestions or extending this

This letter is confirm an award of $500 to Ne Works/Saint
Paul for a free public pzesentation on "Critical C ntext" by
Douglas Davis with responses by area critics on De ember 16 at the
Gemni Building. It is ou� understanding that Cent r funds will be
used for honoraria for the Minnesota critics ($200 , lodging (70)
and int�a-city travel (30) fo� Mr. Davis, and a re eption for
critics, media artists, and the general public ($2 0) . The grant
is awarded by the Center fo� A�ts Criticism with f nds from the
Jerome Foundation and the Northwest Area Foundati ; the Minnesota
Humanities Commission is the Center's fiscal agen . The support
of the Center for A�ts Criticism should be acknowl dged in all
subsequent publicity for the p�oject.
The awa�d is based on compliance with the fo lowing
� conditions: �
. ( 1) Only those costs approved by the Center for Arts
Criticism in the proposal budget will be cha ged to this
g�ant.
(2) No funds fzom this grant will be used t pay indirect �
costs commonly known as overhead.
(3) No funds from this g�ant will be used t pay the costs
of entertainment, amusement, social activiti s, or any items
relating thereto.
- (4) You agree to maintain records and accou ts consistent
� with gene�ally accepted accounting principle , and to provide
for such fiscal control as necessary to assu e proper
disbursing of, and accounting fo�, grant fun s.
(5) You agree to submit a final financial r port and
narrative evaluation of the project within s xty days of the
completion of the project.
(6) Any changes in the project's schedule o budget must be
approved in w�iting by the Center's Director

Over the past several weeks, we have been discusstng plans to spon r a one-day syn�osium
on December 9 to lnvoive a �ange of local arts and civic ieaders 1 8 discusston about
mediz art. A primary purpose for this syrt+posium, Mhich would fe�t re medTe artists and
critic Douslas Davis, Mill be to cultivate a critical framework fo appreciating the media
arts and their impact upon this comnuntty. The sya�osium wiil be resented as part of New
Worlcs/Saint Paul serles which has been co-presented by the clty of Satnt PauilDepartment
of Pisnning end �conomic Development and Ntnnesota Museum of Art.
The Center for Arts Criticism is invited to co-sponsor the symposl m by providing the
folloking assistance: �
� ° sssemble a panei of ixal medis arts c�itics to respond to the D ugias Davis�
- �emarks at a public lecture;
° .�500 to provide honorai� for local panelists, and partial expens s for Davist
vislt and the publlc lectu�e; and,

° coordinate a two-hour sesslon on December 9 when Davis can meet ith a group of
local media and medla arts c�itics asserr�led by the Center.
The Saint Paul Pioneer Press/Dispatch nexspaper has been asked to e the p�ima�y sponsor
for the symposium. The finsl decision to present the symposium Mi I be contingent upon
the neNpaper�s sponsorship, Khich vre expect to have confirmed no I ter than November 25.
Given the short tTmeilne, I must request a speedy reply from the C nter regardi�g your
sponsorshfp.
Accompanying this letter ls a copy of the sponsorship request that was submftted to the
Ploneer Press/Dispatch. I trust that this wili give you enough in o�matlon to make a
