at 1021 Bandana Boulevard, be and the same is he eby approved,
provided that
1.) There shall be no operation under the autho ity of the
license at 1021 Bandana Boulevard, St. Paul without
prior approval of the required bond by the icense
Inspector and the City Attorney, and
2.) That there shall be no transfer of the lice se to any
other location without prior approval of th City Council
