The Agreement allows the City to: 1. Provide students enrolled in post-secondary education 1 institutions with an opportunity to participate firsthand in all a pects of City government. 2. Provide the City with the skills, enthusiasm, motivat on, and creativity of the college population. 3. Provide students with the opportunity to earn money t continue their academic careers. 4. Attract into city government the young talent govermm �t requires. 5. Utilize Federal and State funds which provide up to 8 q of the student-interns' salary. 6. Provide a central administrative office to screen in xcess of 2,000 students each year from over 50 colleges. 7. Keep administrative costs to a minimum through the co tractual arrangements with Ramsey County and the City of Minne polis. 8. Display how local_ units of government can work togeth r in providing services to the communities they serve. . WHEREAS� the above named Agency, a public ,brga.nization or private non profit orga.nization, desires to participate in the ltvin Citp Area U an Corps and in consideration for the assignment of Urban Corps student-intern to tne Agency, we do hereby agree to the follaving terms and conditions: 1. The Urban Corps shall have the right to approve or eject requests for student-interns submitted by this Agency upon forms pravided for that purpose by the Urban Corps. 2. The Agency will accept a student as an intern by com leting and signing the Assignment Section of a student's Urioan Corps appl cation farm. 3. The Agency shall utilize such students as ma.y be assigned to it in aecordance with the specifications set forth in its w itten request to the Urban Corps, �and shall irr�?diately notify ths Urban Corps of any change in nature of assignment, duties, supervisor or ork loca.tion. 4. The Agency sha.11 provide such students as may be assig ed to it with a safe lace to work and with ade ua�e res p - - p q ponsible su e ision:- 5. The Urban Corps sha.11 have the right to inspect the w rk being performed by such students as may be assigned to the Agency, and sha.11 have the right to interview such students and their supervisors 6. The Urba.n Corps shall have the right to require such students as ma.y be assigned to the Agency to attend such general or spec al meetings, or to appear at the Urban Corps office, individually or as a graup, as shall be necessaxy for the proper functions of the program. ?. In accorda.nce with the requirements of Federal d State law, work performed by such students as may be assigned to the A ency: a. Will be in the public interest; � � b. �Till not result in the displacement of employed orkers or impair esisting contracts for services; c. Does not involve the construction, operation or �aintenance of so much of a.ny facility as is used, or is to be ed, for sectarian instruction or as a place for religious worship; d d. Does not involve a.ny partisan or non partisan litical activity associated with a candidate, or contending fac ion or group in an election for public or paxty office. 8. The Urban Corps shall have the right to remove any s udents assigned to the Agency from said assignment and from the Agency t any time far any reason without prior notice; a.nd the Urba.n Corps sha 1 not be obligated to replace said student. 10. The Agency shall have the right to remove any studznt assioned to said - Agency at a.ny time with prior notice given to the s dent and the Urban Corps. 11. The Agency warrants that it is in compliance with th provisions of the Civil Rights Act of 1964 (P.L. 88-352, ?8 Stat. 252), Minnesota Statutes Section 181.59 and Minneapolis Code of Ordinance, Chap er 139 and 141. 12. The Agency shall indemnify, protect and hold harmle s the Urban Corps from all claims, ca.uses or actions which ma.y result f om the assigament of students to the Agency. , 13. The Agency shall obtain at its o�a►n expense �9or er's Compensation insurance (or sha,ll be self-insured under State Law for such students as ma.y be assigned to it under this Agreement. 14. The Agency shall pap to the Urban Corps 20%, or othe pe.rcentage figure as agreed upon by identifying the percentaoe figure on the student's Urban Corps application form, of the gross compensat on earned by such students assigned and accepted by the Agency under a Federal or State progam. The Urban Corps will bill the Agency, i accordance with bi weekly payroll periods, for its proper share of he compensation of � such students as may have been assigned to the"Agency a.nd perfor►ned work — dur3ng said period. Student hourly rates are set far h in Section 14(a) and 14(b) of this Agreement. a. Aourly compensation for students will be set at $4.?5 per hour for entering freshmen through receipt of a Ba.chelor's Degree, and $5.75 per hour for graduate students or other ag upon hourly compensation rates not to be belaw specified rate in 14(a). b. A graduate student is defined for purposes of thi Agreement as one who has received a B.A., B.S., or equivalent de ree or is enrolled in the fifth year of a five year program. 15. At the election of the Agency, the Urba.n Corps shal place students to intern under a Stipend program. This option will e specified in the � Assignment Form which the intern's Agency supervisor must sign before �t corrnnencement of the internship. The Stipend rate whi h the Agency shall pay the Urba.n Corps is $20.00 per week for each wee the student works ten or more hours. 16. At the election of the Agency, the Urban Corps sha.l place interns for whom the Ag�ncy will pay the intern's total compensati n. This option will be specified in the Assignment Form which he intern's Agency supervisor must sign before commencement of the in ernship. Saint Paul will retain $63,093.00 (Sixtq-three Thous d and Ni.nety-Three Dollars) for personnel and administrative expenses in rred by the Saint Paul-Ramsey County Urban Corbs o�fice. 2Q. Performance under this contract shall commence on J ary 1, 1986 and termi.na.te on December 31, 1986, unless amended in riting as mutually agreed upon by both the Agency a.nd the Urba.n Corps; h�vever, either paxty may terminate upon ninety (90) days written n ice. Should such right of termination be exercised, then only the rata portion of such installment comi.ng due herein shall be pai or shall the terminating party be liable for.
