(3-6-86) Recarr�mended approva 1 . - ..... 2 ' Summary of Engineering Recommendations �� �� _`3�3 Report Prepared - January 6, 1986 Pubiic Hearing - April i, 1986 PROJECT: Improve the foilowing streets by regrading, surfacing, constructi �g concrete curb and gutter, constructing an ornamental lighting sys em and drives where necessary: 86-P-SOOI, V-SOOIHAWTHORNE-RUTH (Paving & Lighting) ivy Avenue from Furness Parkway to McKnight Road; Hyacinth Ave ue, Orange Avenue and Hawthorne Avenue from White Bear Avenue to I y Avenue; Lueila Street from Hawthorne Avenue to Ivy Avenue; Ruth Street from Hawthorne Avenue to Ivy Avenue; Pedersen Street from Haw horne Avenue to Hyacinth Avenue. Van Dyke Street and Hazel Street from Maryland Avenue to Ivy Av nue.* INITIATING ACTION: This project was initiated by the Department of Public Works for treet paving to be done in conjunction with storm sewer separation pro ects (S-1743A HAZEL-MARYLAND and S-1746 HAWTHORNE-RUTH). EXISTING COND(TIONS: The section of Ruth Street from Hawthorne Avenue to Hyacinth Av nue was graded and paved as a 30 foot intermediate roadway in 1968. The ther streets contained in this proposal have an oiled roadway surface. Driving surfaces are rough and uneven. Roadway widths vary because of t e lack of curbing. Hyacinth Avenue has concrete curbing from White Bea Avenue to Ruth Street. Hawthorne Avenue has concrete curb on one block rom White Bear Avenue to Van Dyke Street. The width in these curb ar as is 32 feet. Traffic counts are low, with the exception of Ivy Avenue wh ch is a thoroughfare between White Bear Avenue and McKnight Road. Im m �y cases, boulevards are poorly maintained because of a lack of curbi g. *To be improved in conjunction with CITY PROJECT S-1743A HAZE -MARYLAND. I ' PBOPOSED IMPROVEMENTS: ���'� ��-3 A new bituminous roadway with concrete curb and gutter is prop sed. Roadway w idth, curb to curb, w i i l be 32 f eet f or the above 1 isted treets excluding Ivy Avenue. Ivy Avenue wiil be constructed 36 feet wi e to allow for the extra traffic volume and match the existing pavem t west of Furness Parkway. All driveways will be reconstructed where existing drives exist, r where property owners request. All existing house outwaiks will be reconstructed. Boulevards will be regraded and sodded from curb to sidewaiks. An energy efficient sodium vapor lighting system wiil be instaile . This project will tie into the paving portion of the Hazel-Marylan (S-1743A) sewer project, and be inciuded with Hawthorne-Ruth s orm sewer separation construction. ALTERNATES: To do nothing wouid be inconsistent with the request of the citiz s of St. Paui to improve the existing oiled streets. Typical roadway improvements which have been constructed rece tly in other residential areas are being proposed here. Two sewer proje ts wili be done in this area and to improve the roadways now will save ti e, money and inconvenience of a later project. POSITIVE BENEFITS: Complete improvement of the public right-of-way in conjunction ith two mentioned sewer projects will greatly enhance and add to the quality and character of the neighborhood. Oiling will be eliminated and main enance costs w i i 1 be reduced.
