Presented By � Referred To Committee: Date Out of Committee By Date WHEREAS , the State of Minnesota, by Quitclaim Deed dated De ember 30 , 1985 , has canveyed to the City of Saint Paul certain property for use n the design and constructi�. of an elderly cangregate care retirement center north of the State Capitol complex , said praperty described as: All of Block 3 of D�ason's and Smith's Additian to the City of S aint P aul and all of Hinkens Rearrangement; and WHEREAS, the City �.d HRA are acting as a conduit for the ransfer of said praperty to Bethesda Luther� Medical Center, a Minnesota nanpr it corporatian , the purchase price for the said praperty to be paid in full by aid Medical Center; and WHEREAS , the HRA has previously �thorized , in Resoluti�. o. 85-1a/18-11, the acquisition of said property and a fund transfer in cannect rn therewith; and RESOLVED, that the City of Saint Paul hereby accepts the c veyance to it by the State of Minnesota, dated December 30 , 1985 , of the prop rty described abwe, for which full consideratian was paid on December 31, 19 5 , by the Gity; and , be it FURTHER RESOLVED , that the City of Saint Paul hereby autho izes the re- conveyance of said property to Bethesda Lutheran Medical Center (or to the Housing and Redeve lapment Authority of the City af S aint P aul, Minnes ot f or further conveyance to said Medical Center) upan the canditian that an propriate Cantract for Sale of Land for Private Redevelopment be entered into betw en the HRA and Bethesda Lutheran Medical Center, providing for the transfer of the said praperty t o the City; �.d , be it FINALLY RESOLVED , that the appropriate City officers are reby authorized and empawered to execute such documents and agreements as may necessary to carry out the acceptance of the State deed , and the appropriat recvnveyance of the property. On Decem6er 18, 1985, the HRA Board authorized acquisi- tion of said property for su6sequent reconveyance to Bethesda Lu heran Medical Center for development of an elderly congregate care retirement enter. The transfer process included conveying the State owned Property directly to RA, so that development by Bethesda could then 6e put under control of an HRA Land Sales Contract, and be required to meet the concerns of the neighborhood and the Cit . However, when the State transferred title they deeded the proper y directly to the City of St. Paul , .there6y creating a title problem for an HR conveyance. Staff has talked with the State and they have indicated it would take approximately 30 days to obtain a revised deed. Bethesda, however, is anxious to close on the property and commence final stages for construction anticipated or this year, and the City, PED/HRA is anxious to recoup the $266,800.00 purch se price paid for tfie site. In order to be in a position �o convey this property as soon as ossi6le, th.e following City Council Resolution requesting issuance of a Quit ,laim Deed to HRA, is the quickest way to resolve tliis title problem issue. Staff is, therefore, requesting that City Council consider this esolution as a routine matter at the Counci7 meeting of Thursday, March 27, 1986, without referring it on to committee.
