WHEREAS, The St. Paul Port Authority has submitted for City ouncil approval
the attached proposed Registered Land Survey of property loc ted in the Red
Rock Industrial District between Barge Channel and Red Rock oad presently
desribed as:
The west one-half (W. 1/2) of the northeast quarter (NE 1/4) of the
northwest quarter (NW 1/4) of Section numbered twenty-t ree (23) in the
Township numbered twenty-eight (28), Range twenty-two ( 2), according to
the Government Survey thereof.
All that part of the following described property: ,

The northwest quarter of the northwest quarter of Secti n 23, Township
28, Range 22; which lies Easterly of the following desc ibed line:
Beginning at a point of the south line of said northwes quarter of the
northeast quarter that is 384.07 feet east of the south est corner,
thence north 14 degrees 42 minutes west for 1370.89 fee to a point on
the north line of the northwest quarter of the northwes quarter that is
33.14 feet east of the northwest corner and there termi ating.
WHEREAS, the appropriate City departments have reviewed the roposed
Registered Land Survey; and
WHEREAS, the Registered Land Survey has been determined to m et the
requirements of Chapter 67 of the St. Paul Zoning Code;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accept and approves the

A. PURPOSE: To clear up legal description for conveyance of land.

B. AREA AND FRONTAGE: The site is currently developed with indus�rial use, a barge
channel, and an existing roadway. i
C. REOUIRED FINDINGS:
1. All the applicable provisions of the Legislative Code are compliedjl,with.
The Registered Land Survey is required by Ramsey County to clea�r up parcel descriptions.
2. The proposed subdivision will not be detrimental to the present la�pd potential
surrounding land uses. '
The proposed division will clarify titles and support the existing d�bvelopment.
3. The area surrounding the subdivision can be planned and developepd in coordination and
compatibility with the proposed subdivision.
This registered Land Survey is a preliminary step to a new plat. T�e plat review will
address coordination of development. I,
4. The subdivision is in conformance with the Comprehensive Plan. I�

The R.L.S. will enable appropriate recording of titles and will be c�nsistent with the
Comprehensive Plan.
5. The subdivision preserves and incorporates the site's important exi�ting natural features,
whenever possible.
No major changes or new development are proposed as a result of tl�is R.L.S.
6. All land intended for building sites can be used safely without end�ngering the residents
by peril from floods, erosion, continuously high water table, severe �oil conditions or
other menance.
Portions of the property are located in the RG1 (River Corridor F�odway District), RC-2
(River Corridor Flood Fringe District), and RC-4 (River Corridor rban Diversified
District). However, there are no residential uses existing or being p�oposed. The
industrial uses are all situated in the RC-4 district.
7. The subdivision can be economically served with public facilities a�1d services.
Utilities are located in the existing roadway. j,
D. ADDITIONAL FINDINGS: Parcel "B" is the existing roadway. The St. �aul Port Authority
will deed that property to the City. I

The Registered Land Survey is required by Ramsey County to cle�r up parcel descriptions.
2. The proposed subdivision will not be detrimental to the present 1 'nd potential
surrounding land uses.
The proposed division will clarify titles and support the existing �evelopment.
3. The area surrounding the subdivision can be planned and develop d in coordination and
compatibility with the proposed subdivision.
This registered Land Survey is a preliminary step to a new plat. �Ihe plat review will
address coordination of development. i
4. The subdivision is in conformance with the Comprehensive Plan. III
The R.L.S. will enable appropriate recording of titles and will be �'onsistent with the
Comprehensive Plan. �
5. The subdivision preserves and incorporates the site's important ex stin natural fe
whenever possible.

No major changes or new development are proposed as a result of �his R.L.S.
6. All land intended for building sites can be used safely without en I angering the residents
by peril from floods, erosion, continuously high water table, sever ' soil conditions or
other menance.
Portions of the property sre located in the RC-I (River Corridor F oodway District), RC-2
(River Corridor Flood Fringe District), and RC-4 (River Corridor rban Diversified
District). However, there are no residential uses existing or being roposed. The
industrial uses are all situated in the RC-4 district.
7. The subdivision can be economically served with public facilities nd services.
Utilities are located in the existing roadway.
D. ADDITIONAL FINDINGS: Parcel "B" is the existing roadway. The St. Paul Port Authority
will deed that property to the City. �
E. STAFF RECOMMENDATION: Based on the above findings, staff rec �jmmends approval of
the Registered Land Survey.
