WHEREAS , the Council of the City of Saint Paul has reviewed
S.F. 1581 , which is a bill relating to, among other things, the
providing of child care; and
WHEREAS, the Council believes that the bill enhances a child
care provider' s ability to do business ; now, therefore, be i�t
RESOLVED, tha�t the Council hereby supports the provisions
of S.r. 1581 wi�h the exception of that por�ion which prohibits
local units of government from establishing more restrictive
requirements for family day care homes serving ten or fewer
children; and, be i�t
FINALLY RESOLVED, thai, the Council supports amending S.F.
1581 to permit local units of governmen�t to establish more re-
stric�ive life safety requirements for family day care homes
serving ten or fewer children.

2 Page 4, line 14, after the brackets delete the entire first
3 sentence and insert "Notwithstanding any other provision of law,
4 a local unit of government may establish more restrictive
5 requirements pertaining only to life safety measures for
6 family day care homes serving ten or fewer children. In
7 all other areas , a local unit of government shall not es-
8 tablish more restrictive requirements for family day care
g homes serving ten or fewer children than the requirements
10 that apply to residential dwellings not used for family
11 day care. "
