86-214 M�MITE - C�TV CLERK � PINK - FINANCE G I TY OF SA I NT PALT L Council CANARV - OEPARTMENT File NO• �� �'� BLUE - MAVOR Council Resolution Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, the number of hungry in Minnesota is increasing; and WHEREAS, the federal WIC (Women, Infants and Children> program was established in 197'L as a supplemental food program for low-income women, infants and children up to age 5; and, WHEREAS, food and nutrition programs are not wel )- coordinated, and result in high administrative costs and access difficulties by recipients; and WHEREAS, Minnesota is subject to a $1 .5 million federal penalty due to food stamp program errors; and WHEREAS, at least 1U00 more Minnesotans could participate in the WIC program on surplus funds returned to the federal government because of a county concern of our expenditure; and THEREFORE , BE IT RESOLVED, that the City of Saint Paul support S.F. 1868 (Pogemiller) and H.F. 2093 (Clausnitzer) , which improves the efficiency of food assistance programs; increases the capacity of agencies to serve eligibie people needing food; increases the amount of federal money coming into the state; and allows the state to plan the appropriate measures for meeting the nutritional needs of Minnesotans; and THEREFORE, BE IT FURTHER RESOLVED, that City staff support this legistation.
