WHEREAS, food is a most basic human need, affecting the physical,
mental, emotional, and spiritual well being of the individual; and
WHEREAS, access to adequate and wholesome food is determined by the
economic status of the individual; and
WHEREAS, more than 180,000 residents of the seven-county metropolitan
area live at or below the 100� of poverty threshold; and
WHEREAS, only about one-third of the households eligible for the
Department of Agriculture Food Stamp Program actually receive them and
that federally mandated budget cuts in domestic spending will have
significant impact on government funded food programs; and
WHEREAS, demand for emergency food always seems to stay one step ahead
of supply despite the dedication of those in the Food Bank/Food Shelf
networks and the compassionate and heartfelt contributions of donated food
by our fellow citizens;and
WHEREAS, there exists a general consensus in both the public and private
sectors of the community that more needs to be done and new approaches need
to be developed �o address the persistant tragedy of hunger; and
WHEREAS, the City of Saint Paul has faith in the resourcefulness of
iis own residents to respond in a self-help manner to the issue of hunger;
now, therefore, be it
RESOLVED, that the CIty of Saint Paul endorses the Fare SHARE program
of Ramsey Action Programs, Inc. , as an opportunity for the low-income
resident in need of supplemental food to obtain that food while maintaining
their self-esteem and dignity.
