As you are aware, one of my major goals for my first year as Personnel
Director is to reform the examination system within the City. My
research shows that as of 12/31/85, we have 39 examinations in process,
all over 120 days old, with 29 requisitions pending, where no action has
been taken.
My plan is to establish a system which will not only produce quality
candidates, but will also provide City management with a truly,
responsive system. I anticipate that by the end of calendar year 1986,
we will be able to post eligible lists within an average of 60 to 90
days of receipt of a requisition.
The system I will use will not require a written examination, but
instead will rate and rank employees based on their knowledges, skills,
abilities and other �ob related characteristics (KSAO's) .
Implementation will require a great deal of cooperation from the
departments. To date, I received assurances of this cooperation from
the department heads who will be initially involved.
In order to implement this system, I will need to contract with a person
who can oversee this program on a day to day basis and who is as
familiar with the process as I am.
I'm proposing to enter into a one year contract with Michael Foley
(resume attached) for the purpose of implementing the change. Mike was
one of the original staff at the V.A. who was trained in the �ob
analysis and panel method used in the system. He has excellent
credentials as an instructor and is well versed in the use of automated
management information systems.
A draft agreement is attached, a copy has been forwarded to Paul
McCloskey for his comments/concurrence. Funds for the contract are
available for the $75,000 contingency fund set side to continue civil
service reform.

� DRAFT AGREEMENT
An agreement, dated this 21st day of January, 1986, by and between
the City of Saint Paul, Minnesota, hereinafter referred to as "City",
and Michael F. Foley, hereinafter referred to as "Consultant".
It is mutually agreed by and between the City and Consultant as
follows:
1) That for the consideration of $34,867.00, paid biweekly for 26
pay periods, the Consultant will implement the Knowledges,
Skills, Abilities and Other characteristic (KSAO) examination
system as outlined by the Personnel Director, to include staff
training in: Job analysis, Rating and Ranking Methods, Panel
Procedures, Crediting Plan Development, and scheduling.
2) That for the above consideration the Consultant agrees to
train to independent performance one Examiner/Clerk team
designated by the Personnel Office, every 90 days from the
date of this contract, until four Examiner/Clerk teams are
trained.
3) That for the above consideration the Consultant agrees to
train employees designated by the Personnel Office to act as
"Sub,ject Matter Experts" used in the 3ob analysis and paneling
procedure.
4) That for the above consideration the Consultant agrees to
prepare a scheduling chart which will allow the Examiner/Clerk
team to process requisitions to completion within 60 days.
5) That at all times hereunder the Consultant agrees he is an
independent contractor and not an employee of the City and
will save and hold harmless the City of Saint Paul from any
and all claims arising out of the performance of the
aforementioned task.
6) A 30 day notice escape clause for both parties.

trative and financial. Manage workload to balance shifting
priorities against available staff and talents. Work closely
with customers to inform them of project progress and to con-
duct effective problem resolution. Interact with other data
centers throughout the U.S. to coordinate systems processing.
• As a result of management skills:
- Employee morale improved and personnel stopped resigning.
- Target dates were met on a regular basis.
- Realistic scheduling of projects was implemented.
- Effective method for tracking project progress was instituted.
- Overtime was significantly reduced.
- Inefficient programs/systems/equipment were eliminated,
thereby reducing costs.
• Developed and monitored execution of training program that
successfully brought entry level personnel through the
basics of programming.
• Revised personnel documentation, developing job descriptions
and performance standards.
1/81-1/84: Chief, Analysis and Control Division
Selected for this position based on performance as an analyst
and experience as a manager. Conducted liaison with customers
on processing problems and their resolution. Ensured effective,
timely quality control of products. Developed and operated
network control function to monitor on-line system performance
and provide "first call" for customer assistance. Developed
procedures and selected equipment and training packages for

• Significant management actions included:
- Reduction in overtime in in-house data entry.
- Restructuring of jobs for lower-salaried and handicapped
employees.
- Development of data entry contract and methods to monitor
and enforce performance. This contract was used as a
model by the Veterans Administration.
• Task forces included:
- Transition to new computer/operating system.
- Installation and testing of on-line system (designed tests
and monitored execution) .
- Selection of mainframe computer.
- Three mass notification projects (1.1 million letters each) ,
requiring coordination of computer, user elements and other
data centers.
• When station was to close down maintained high level of
effectiveness and productivity, despite employee concerns
about jobs.
12/79-1/81: Management Analyst
Designed, planned, and conducted a variety of studies on work
flows, use of overtime, etc. Developed highly regarded af-
firmative action plans after Personnel Department's versions
of these documents were deemed inadequate.
• Completed yearly budget submission for entire center during
absence of budget officer.
• Trained managers to utilize work measurement system and de-
veloped manuals and structure to support the system. This
maximized use of system and significantly increased efficiency.

INTERNATIONAL AIRPORT, MN.
8/72-12/79: Logistics Manager
Handled a unique combination of management and staff responsi-
bilities with remarkable success, acting as troubleshooter for
base commanders. Responsible for overseeing training of a
broad range of military skills.
• Managed vehicle maintenance, traffic management, motor pool,
housing and food service. All sections received awards con-
sistently. Significantly improved communication between full-
time personnel and reservists.
. Developed and monitored total system for maintaining unit
readiness and managing deployments under emergency conditions.
Supervised installation of this system at all (20+) reserve
units with line mission throughout the country. This required
computer support, man-machine interface, extensive analysis,
design and training.
