RESOLVED, that the Council of the City of Saint Paul hereby approves and
ratifies the attached Memorandum of Understanding pertaining to seniority
provisions related to the merging of Housing and Fire Inspection Services between
the City of Saint Paul and AFSCME Local 1842.

MEMORANDUM OF UNDERSTANDING T0:
AMEND SENIORITY PROVISIONS OF BARGAINING AGREEMENT
AND TO
ESTABLISH OTHER JOB SECURITY PROVISIONS
To provide for the merging of Housing and Fire Inspection Services AFSCME Council
No. 14, LOCAL 1842 and the CITY OF ST. PAUL agree to the following:
1. All Housing Aides and all Fire Aides appointed to such titles
prior to April 15, 1985 shall be considered as a single City-
wide classification for seniority purposes in the event of a
layoff in the Fire Department only.
2. All Housing Technicians I and Fire Technicians I appointed to
such titles prior to April 15, 1985 shall be considered as a
single City-wide classification for seniority purposes in the
event of a layoff in the Fire Department through August 31, 1987.
3. All Housing Aides and All Fire Aides shall be considered as a
single City-wide classification for seniority purposes in the
event of a layoff in the Department of Community Services through
August 31, 1987.
4. All Housing Technicians I and Fire Technicians I shall be considered
as a single City-wide classification for seniority purposes in
the event of a layoff in the Department of Community Services
through August 31, 1987.
5. In the event of a layoff within the Fire Department the least senior
employee in the classification as defined above would be laid off.
6. A uniform allowance base of three hundred and fifty-five dollars
(355.00) as a clothing allowance on a voucher system is established
for 1985 for all technical occupational series employees of the Fire
Prevention Division of the St. Paul Department of Fire and Safety
Services.
A. The uniform and base cost of said defined uniform is stipulated
and attached as Appendix B.
