WF?EREAS, a public hearing was held by and before the Council
of the City of Saint Paul in the Council Chamber of the Court
House of said City at 10 : 00 a.m. on Thursday, February 6, 1986,
to consider the advisability and necessity of ordering the
correction or wrecking and removal of said structure on the
above described property inasmuch as said structure is reported
to constitute a hazard to public health, safety and welfare.
WHEREAS, upon the facts presented at the said hearing
consisting of photographs, inspection reports and the recommenda-
tions of the Building Department, it is further determined
that the above building constitutes a hazardous building within
the definition of Minnesota Statutes 463 . 15 for the following
reasons:
1 . This house has an extensive termite infestation;
2 . Main Beam - the center span has a large sag and both
ends of this sec:tion of the beam have a great amount of compres-
sion, which if allowed to continue may collapse this entire
area. Probing of the beam indicated several hollow areas.
3 . The North and South sections of the beam have a'_so
sustained some damage.
4 . Several floor joists were examined and found to have
hollow areas. Tubes were visible on many of the joists .
5 . Termite tubes were visible on the foundation walls .
6 . Termite tubes were visible in the Southeast corner
of the attick.
7 . Soft and hollow areas were found. around the entire
structure (exterior rim joist) .
8 . Some of the wood siding� also the soffit and fascia
boards, have many sections of decay.
9 . Termite tubes were also seen in the garage at the
rear of the lot.
10 . It is not known if any concealed studs or headers
are affected at this time. Complete gutting of the structure
is necessary to provide this information.

11 . The conditions outlined above constitute a public
hazard; the owner has made no attempt to satisfactorily repair
the damage despite the warnings of the Division of Housing
and Building Code Enforcement; the continued vacant and boarded-
up condition contributes a blighting influence on the neighborhood.
now, therefore, be it,
RESOLVED, that in accordance with Minnesota Statutes Sections
463 . 15 through 463 .25 and based upon the foregoing findings
of the City Council, the Council of the City of St. Paul does
hereby make the following Order:
ORDER
l . The owners of the above described building shall
make the same safe and not detrimental to the public peace,
health, safe�ty and welfare by having the said building rehabili-
tated or razed and the materials therefrom removed from the
premises within thirty ( 30 ) days from the date of the service
of this Order;
2 . Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul
and filed in the office of the Clerk of District Court of Ramsey
County, Minnesota within twenty (20) days from the date of
the service of this Order, a Motion for summary enforcement
of this Order to raze and remove the said building will be
made to the Ramsey County District Court;
3 . In the event that the building is to be razed by
the City of Saint Paul pursuant to judgment of the T�istrict
Court, all personal property or fixtures of any kind which
may unreasonably interfere with the razing and removal of this
building shall be removed within ten (10 ) days from the entry
of judgment; and if not so removed. the city of Saint Paul
shall remove and dispose of such personal property and fixtures
as provided by law;
4 . If the City of Saint Paul is compelled to take any
corrective action herein, all necessary costs expended by the
City will pe assessed against the above described real estate

The Division of Housing and Building Code Enforcement is hereby submitting its
report on the condition of the structure at the location referred to above.
The owners of record are: (1) Fee owner: Robert A. & Jennis L. Wilson, 2251
Reaney Ave. , St. Paul, MN. 55119; (2) Homesteader: Jennis L. Wilson ET AL,
2251 Reaney Ave. , St. Paul, MN. 55119; and (3) Mortgage holder: Lomas & Nettleton,
2345 Rice St. , Roseville, MN. 55113.
The legal description of the property is: Lot 28; Bl. l, Watts Park, St. Paul, MN.
The building is a single family wood frame residence.
The subject property has been vacant since August 1985.
This building, because of age, deterioration, lack of proper maintenance and
an extensive termite infestation is deemed to be hazardous and a blighting in-
fluence on the neighborhood.
Inasmuch as the conditions outlined above constitute a public hazard and the
owner has made no attempt to satisfactorily repair the damage despite our warnings,
and the continued vacant and boarded-up condition contributes a blighting influence
on the neighborhood, it is the recommendation of this Division that this matter
be referred to the City Attorney's office for razing and removal through District
Court proceedings.
