WNEREAS. civic pride. citizen help, and the development of Saint Paul
is contributed to by many diverse persons and groups; and
WHEREAS, it is seldom that the people actually doing the physical
work get much public thanks for their efforts; and
WHEREAS, the Saint Pau) Winter Carnival , and specifically, its ice
palace, is a good example of civic promotion in its truest sense; and
WHEREAS, the Winter Carnivai ice palace adjacent to Lake Phalen is
the resuit of a good many of the above "unsung hero's"; and
WHEREAS. the ice palace had actual construction support by as many
as 600 volunteer trades craftsmen from the Saint Paul Building and
Construction Trades Council and 20 suppliers; and
WHEREAS, these 600 workers, laboring often after their regular day
job until midnight or 1 :00 a.m. on a volunteer basis, daily and on weekends,
cooperated to produce a spectacular and technically advanced ice palace; and
WHEREAS, ali of the affiliated unions of the Saint Paul Building and
Construction Trades Council contributed skiiled workers; now, therefore,

RESOLVED, That the City of Saint Paul , through its Mayor and City
Councii cortmends these unpaid and unsung skilled volunteer workers and
suppliers for their devotion to making Saint Paul the outstanding city
that it is; and be it
FURTHER RESOLVED, That a copy of this resolution be transmitted by the
Council President to the Saint Paul Building and Construction Trades Council
for dissemination to ail the volunteer ice palace workers and suppiiers so
that they may know of the City's sincere appreciation of their efforts.
