on behalf of the City Council did notify by mail the above
noted parties of interest at their last known address .
WHEREAS, a public hearing was held by and before the
Council of the City of St. Paul in the Council Chamber of the
Court House of said City at 10 : 00 a.m. on Thursday, February
6, 1986, ta consider the advisability and necessity of ordering
the correction or wrecking and removal of said structure on
the above described property inasmuch as said structure is
reported to constitute a hazard to public health, safety and
welfare.
WHEREAS, upon the facts presented at the said hearing
consisting of photographs, inspection reports and the recommenda-
tion of the Building Department, it is further determined that
the above building constitutes a hazar_dous building within
the definition of Minnesota Statutes 463 . 15 for the following
reasons :
1 . The building is a fire damaged single family residence;
2 . The subject pro�erty has been boardec� up by the owner
since 1984 ;
3 . Because of the following list of deficiencies, this
building because of age and severe and eYtensive fire damage,
is deemed to be an imminent hazard and a bla.ghting influence
on the neighborhood:
EXTERIOR: 1 . Roof - fire-gutted and collapsed.
2 . West side windows fire-damaged.
3 . Rear 6aest side - open cracks between bricks .
4 . North side window fire-damaged.
INTERIOR: l . Southeast quarter of en`ire second floor roof
collapsed onto first floo•r.

3 . Secon� floor_ ceiling joists severely burned

4 . Second floor floor joists badly charred and

5 . Electrical wiring throughout building is fire-
damaged.

resting on two open ��indows .
7 . Brick on entire South side wall severely cracked
and damaged with some open and missing areas .

4 . The conditions outlined above constitute a public
hazard and the owner has made no attempt to satisfactorily
repair the damage despite the warnings of the Division of Housing
and Building Code Enforcement; the continued vacant and boarded
up condition contributes a blighting influence on the neighborhood.
Now, therefore, be it,
RESOLVED, that in accordance with Minnesota Statutes Sections
463 . 15 �through 463 . 25 and based upon the foregoing findings
of the City Council, the Council of the City of St. Paul does
hereby make the following Order;
ORDER
1 . The owners of the above described building shall make
the same safe and not detrimental to the public peace, health,
safety and welfare by having the said building rehabilitated
or razed and the materialstherefrom removed from the premises
within thirty (30 ) days from the date of the service of this
Order;
2 . Unless such corrective action is taken to comply with
this Order or an answer served upon the City of St. Paul and
filed in the office of the Clerk of District Court of Ramsey
County, Minnesota within twenty (20) days from the date of
the service of this Order,a Motion for summary enforcement
of this Order to raze and remove the said building will be
made to the Ramsey County District Court;
3 . In the event that the building is to be razed by the
City of St. Paul pursuan'� to judgment of the District Court,
all personal property or b;_xtures of any kind which may unreason-
ably in�terfere with the r.azing and removal of this building
shall be removed within te.rl ; 10 ) days from the entry of judgment;
and if not so removed, tr�-:- C.�_ty of St. Paul shall remove and
dispose oi such pe-rsonal �roperLy and fixtures as provided
by law;
4 . If the City of St. Paul is compelled to take any correc-
tive action herein, all necessary costs expended by the City
will be assessed against the above described real estate and
collected as other taxes ; and be it

The Division of Housing and Building Code Enforcement is hereby submitting its
report on the condition of the structure at the referenced location.
The owners of record are: (1) David and Eleanor Brown, 173 Prescott Street,
St. Paul, MN. 55107; (2) David and Eleanor Brown, 18225-7th St. , Minneapolis,
MN. 55454; (3) Manoucher Rostamkhami, 310 Pierce St. N.E. , Minneapolis, MN.
55413.
The legal description of the property is: C.F. Mayer's Rearrangement of Lot 6,
Block 3, Woodbury and Cases Addition to St. Paul, Subject to Alley & Document
No. 2195088 the following: Part of Lot 1 E, of a line run at right angle to the
So. line of Lot 1 and 41 ft. West of S.E, corner of said Lot 1 and all of Lot 5.
The building is a fire damaged single family residence.
The subject property has been boarded up by the owner since 1974.
This building, because of age and severe and extensive fire damage, including
the following list of deficiencies, is deemed to be an imminent hazard and a
blighting influence on the neighborhood:
EXTERIOR: 1. Roof - fire-gutted and collapsed.
2. West side windows fire-damaged.
3. Rear West side - open cracks between bricks.
4. North side window fire-damaged.
INTERIOR: 1. S.E. 1/4 of entire second floor roof collapsed onto first floor.
2. West side of building - roof collapsed.
3. Second floor ceiling joists severely burned and partially collapsed.
4. Second floor floor joists badly charred and partially collapsed.
5. Electrical wiring throughout building is fire-damaged.
6. South side cornice and eaves falling off and resting on two open
windows.
7. Brick on entire South side wall severely cracked and damaged with
some open and missing areas.

Inasmuch as the conditions outlined above constitute a public hazard and the
owner has made no attempt to satisfactorily repair the damage despite our warnings,
and the continued vacant and boarded-up condition contributes a blighting influence
on the neighborhood, it is the recommendation of this Division that this matter be
referred to the City Attorney's office for razing and removal through District
Court proceedings.
