WELLS AND EARL FOSTER On December 7, 1985 , a City of Saint Paul , Department of Public Works , snowplow driven by employee, Darrell Lewis , made a right turn from Fisk onto Aurora. In the process, Mr. Lewis stuck a parked vehicle owned by claimant, Brenda Wells. As a result of the impact, Ms. Wells ' car was damaged in the amount of $220. 37. This office has settled Ms. Wells ' claim for $220. 37. On December 23 , 1985, a City of Saint Paul , Department of Fire and Safety Services, driven by employee Robert Flanagan clipped the mirror on a stopped vehicle owned by claimant, Earl Foster. Mr. Foster ' s vehicle was damaged in the amount of $61 . 48.
