WHEREAS, there are numerous residential blighted areas in
the City of Saint Paul, and,
WHEREAS, property owners who make the financial commitment
to renovate or add on to their property are rewarded with property
tax increases , and,
WHEREAS , millions of dollars have been committed to tax
increment financing, which is an incentive for commercial and
industrial property redevelopment, and
WHEREAS , residenti�l property renovations increase the value
of the property, and expand the tax base , now, therefore,
BE IT RESOLVED, that the City of Saint Paul work with Ramsey
County to design a program which would freeze property tax increases
on residential rehabilitated property up to a set period, and
gradually bring the property tax rate up to the Actual Assessed Value.
