Gerry Strathman e�lained this hearing is being held to hear objections to the issuance of a second hand dealer-motor vehicle license to Nile Tnc., doing business as Adam Motors: LIEP is recommending the license application be approved with the condition of a maximum of five vehicles on the lot. One letter dated 6-18-99 was received in objection to the license from Stanley Gardner, 975 Fuller Avenue. Melissa Martinez-Sones, representing District 7 Planning Council, 689 Dale Street North, appeared and stated this business is not in the best interest of the neighborhood, and it is not in concert with some of the planning council's future plans. The two primary objections are as fallows: 1) there are already a number of car dealerships along University Avenue, 2) The plamiing council would like more busanesses that would employ a large number of residents. Mr. Strathman asked is there anytlung about this applicanYs history that would suggest he would be an unacceptable owner. Ms. Sones responded it is the nature of the business and the locarion. Faye Neal, 1016 Aurora Avenue, appeazed. She turned in a petition of 28 signatures against having a used car lot at 1010 University Avenue West. Ms. Neal stated there is a problem with residents finding a place to park because of the school nearby. A car dealership would be more inconvenient than the school. Ms. Neal has a problem with people blocking her driveway already. Are you aware, asked Mr. Strathman, of the recommendation for no more than five vehicles on this lot. Ms. Neal responded five vehicles is not acceptable. Also, more businesses make taxes go higher. This business will be located right behind Ms. Neal's home. Stanley Gazdner, 975 Fuller Avenue, appeared and stated his general concern is that this is a small area. Five cars is not many. Mr. Gardner wonders what happens if the owner has more than five cars. Mr. Strathman responded LIEP is charged with enforcing the license and condifions. If anyone complains, then LIEP will ascertain if the conditions for the license are being violated. If the problem persisted, then LIEP could take adverse action against the license. If this is a potential problem, the neighborhood does not need it, stated Mr. Gardner. The business would have to be exemplary. The business owner should not just live somewhere else and then do business in the neighborhood. Damold Day, 1007 Aurora Avenue, appeared and stated he is the osily house on that side of the street. This will devalue his house. The school causes parking problems for him now. The property is fully fenced with trees and lighting all around it. He does not expect to put cars on the lot. Five is the uiiuimum to be licensed_ He is a resident of northeast Minneapolis. His track record and residen&al record will show that he is an outstanding neighbor. He can also have petitions brought forth if needed. Mr. Hassan goes to dealer auctions and finds one or two cazs at the most. He drives them azound until he sells them. There are five dealer auctions a week. If he sells a caz today, he wi11 buy another one at an auction tomonow. Since filing the lease on Apri1 16, he has had zero cars on that lot. At the most, he will have one ar two cazs on the 1ot. Will you ever have more than five vehicles and will there be auto repair at this location, asked Mr. Strathman. The business being proposed is a legal business. The owner is agreeabie to a condition on the license about no more than five vehicles. Everything the owner is proposing to do is legal.
