MEMORANDUM
T0: Members of the City Council
FROM: Karla F. Hancock n
Assistant City Attorney
DATE: January 14 , 1986
RE: Claim against the City of St. Paul by
Madeline Peloquin, as parent and natural
guardian of Steven G. Peloquin
This claim arises from a dog bite on Steven Peloquin, age 11 at
the time, by a St. Paul Police Department K-9 , handled by then-
Officer Cal Ross, who was off duty. This occurred on August 10,
1983 .
Steven Peloquin and his brother claim he was attacked by the dog
while attempting to walk past the home on the sidewalk, while
the officer and another witness claim the boy came up in the yard
to tease the dog.
The plaintiff was bitten in the underarm area, left arm. While
the injuries were relatively minor, with one puncture wound, this
required one suture and developed a subsequent infection.
The City has agreed to pay the sum of $1, 200 . 00 in full and final
settlement of all claims. As a minor is involved, the settlement
must be approved by the District Court. Our office recommends
approval of the settlement.
