Pursuant to Chapter $ of the Saint Paul City Charter attached find a copy of a report submitted by
Ramsey County Deputy Auditor, Christopher A. Samuel. The petition for the removal of bill boards
in the City of Saint Paul has an insufficient number of signatures and requires your attenfion for
disposition. Secrion 8.03 states; "Upon receiving the report, the council shall determine by resolution
the sufficiency of the perition."

I, Christopher A. Samuel, Deputy County Auditor in and for said County,
do hereby certify, that on the 2 day of July, 1999, the Ramsey County Election
Bureau did receive 347 pages containing signatures for a Petirion fot removal of
bill boazds. I also certify that by the 20�' day of July, 1999, staff in the Ramsey
County Election Bureau, perfornung petition checking functions under a contract
for services with the City of St. Paui, did confirm that 292 pages of the petition
pages contained 3,924 signatures of registered voters in the City of St. Paul. Of
the 55 pages rejected, the reasons are as follows:
1. 15 pages are not properly signed by the Notary Public or the
cer[ification is incomplete by Circulator,
2. 4 pages are a photo copy of pages already valid,
3. 35 pages had old Petition language on back of sheet, and
4. 1 page was meant to be used as a press piece.
The 15 pages rejected under reason number 1, could be conected with additional
action from the petition's sponsors. The 40 pages rejected under reasons 2, 3 and
4 can not be corrected.
