FURTHER RESOLVED, 'chat this Task Force shall consist of
fifteen members , �two from each City Council distric�t and one
member of the City Council , shall be authorized �o call upon
addi�ional resource people as needed, and shall receave s�taff
support from the Ci�y Council Investigation and Research Center;
FURTHER RESOLVED, �hat �he CIP Task Force shall operate as
a commi'ctee of a public body within �he ineaning o� i�iinnesota
S'ca�u�es Sec�tion 471 . 705 and the S�. Paul Administrative Code,
R��endix 14, and shall es�ablish its own procedures for opera�ion
in compliance vvith said sta�ute and City coc�e ;
FURTHER RESOLVED, �hat �the Task Force shall repor� �to �the
City Council on a quarterly basis regarding its activi�ies,
accornplishments and recommenda�ions. Each quarterly report shall
include breakdowns on �total allocations from the utili�y per
program, numioer of u'cility customers served, nuniper of low income
utili�ty custo�ners served�, number of ren�Cal utility custorners
served, as well as par�Cicipation expressed as a p�rcen�tage of
the 'cotal number of customers who are eligi�le for the programs.

WHEREAS, Minnesota Statutes 2166.41 requires regulated gas
and electric utilities to undertake investments in energy
conservation through the Conservation Investment Program; and
WHEREAS, the Minnesota Public Utilities Commission has
ordered Northern States Power Company to carry out several CIP
�rojects which operate within the City of St. Paui , and it i $
anticipated that future CIP prajects will also be operated within
the City; and
WHEREAS, contracts� for existing CIP projects are expected to
`extend through February 10,' 1986; and
WHEREAS, existing projects should be reviewed to determ4ne
their effectiveness, and future projects should be designed to
provide maximum benefit within Saint Paul ; now, therefore, be it
RESOLVED, that the City Council shail establish a

FURTHER RESOLVED, that the purpose of the CIP task force
shail be to oversee CIP expenditures within the City, with such
oversight to include:
- Negotiating with NSP terms and conditians for all CIP
projects ta be operated within Saint Paul ,
- Monitoring and receiving regular reports on approved CIP
projects
- Identifying ways in which CIP projects can be most
effectively coordinated with other energy conservation
resources in Saint Paul ; and be it
