(hereinafter referred to as "Company" ) a request that the Authority issue its revenue bonds (in the form of a single note) to finance the acquisition and installation of an additional paper sheeter (hereinafter collectively called the "Project" ) at their present plant in the City of St. Paul, all as is more fully described in the staff report on file; and WHEREAS, the Authority desires to facilitate the selective development of the community, to retain and improve its tax base and to help it provide the range of services and employment opportunities required by its population, and said Project will assist the City .in achieving that objective.
