1 WHEREAS, The Saint Paai Police Department is entering into an agreement with Capital Invesfigafions to
2 provide security for the Saint Paal Police DepartmenYs Impound Lot, and

4 WHEREAS, the Impound Lot is a 24-hour a day, 7-day a week operarion, and

6 WHEREAS, Although incidents of t6eft, vandalism and employee intimidation are rare, these incidents cost the
7 City money in reported losses by car owners as well as risk the safety of Impound Lot persounel, and
8
9 WHEREAS, the department will hire an armed security guard to work the afternoon and/or midnight shift to
10 ensure Impound Lot integrity and safety of employees, and

12 WHEREAS, The Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that
13 there are available for appropriation funds in excess of those estimated in the 1494 budget; and

15 WHEREAS, The Mayor recommends that the following addition be made to the 1999 budget:

of theft, vandalism and employee imunidation aze rare, these incidents cost the City money in
reported losses by caz owners as well as risk the safety of Impound Lot personnel. With this
conkact, the department will hire an azmed security guard to work the afternoon andlor midnight
shift to ensure Tmpound Lot nrtegrity and safety of employees.

- This is a low cost alternative to staffing the Impound Lot with a police officer.
