WHEREAS, major activities, involving construction of an ice palace will
occur in Phalen Park in conjunction with the 1986 St. Paul Winter Carnival, and
such activities are expected to generate a significant amount of vehicular
and pedestrian traffic; and
WHEREAS, the City Traffic Engineer, working with the police department and
carnival officials have �evised a plan to handle the anticipated traffic which
includes the following roadway changes:
l. Establish Wheelock Parkway as one-way eastbound from Arcade
Street to Johnson Parkway, and East Shore Drive as one-way
northbound from Johnson Parkway to Larpenteur Avenue effective
January 17 , 1986 and to terminate upon completion of carnival
activities or within 30 days, whichever occurs first;
2. Establish parking on the median side of Wheelock Parkway from
Arcade Street to Johnson Parkway and on the northwest (lake side)
of East Shore Drive from Johnson Parkway to Larpenteur Avenue
effective January 17, 1986 and to terminate upon completion of
carnival activities or within 30 da.ys, whichever occurs first;
3. Extend the one-way northbound and ��st side parking plan on
East Shore Drive from Larpenteur Avenue to Frost Avenue, this
segment to be directed and implemented by the Ramsey County
Engineer; and
WHEREAS, the City Traffic Engineer has the authority to implement the
above changes and is prepared to do so under Traffic Coordinating Unit
Numbers 7308 and 7309; now, therefore, be it
RESOLVED, that the City Council approves these temporary traffic
changes and direct the City Traffic Engineer to so implement.
