WHF:REAS, the Division of Housing and Building Code Enforcement
has requested the City Council to hold a public hearing to consider
the advisability and necessity of the correction or wrecking and
removal of the following described building, said structure having
been reported to constitute a public hazard:

St. Paul, Ramsey County, Minnesota duplex
WhEREAS, as of February 7, 1985 the records in the Ramsey County
Recorder's Office indicated that the owners of fee are as follows :
Richfield Bank and Trust Co.
American Bank and Trust Co. and
Francis r1. Stoltz and Violet B. Stoltz
all of whom can be contacted regarding this property through their
agent Sue Reitemeier of Richfield Bank and Trust, 6625 Lyndale
Avenue South, Richfield, Minnesota 55423.
There are no judgments of record.
WHEREAS, the Division of Housing and Building Code Enforcement
on behalf of the City Council did notify by mail the above noted
parties of interest through their agent.
WHEREAS, a public hearing was held by and before the Council of
the City of Saint Paul in the Council Chamber of the Court House of
said City at 10: 00 a.m. on Thursday, March 7, 1985, to consider the
advisability and necessity of ordering the correction or wrecking
and removal of said structure on the above described property inas-
much as said structure is reported to constitute a hazard to public
health, safety and welfare.

WHEREAS, upon the facts presented at the said hearing consist--
ing of photographs, inspection reports and the recommendations of
the Building Department, it is further determined that the above
building constitutes a haaardous building within the definition
of Minnesota Statutes 463 .15 for the following reasons :
l. The subject property has been boarded up by the City
since May 7, 1984;
2 . Because of age, deterioration, lack of maintenance and
the following list of deficiencies, this building is a hazard and
a blighting influence on the neighborhood;
EXTERIOR;
l. Broken and missing storm windows all around house .
2 . Support column under East parch is out of plumb .
3 . Deteriorated portions of cornice around house .
4 . Some worn areas on roof.
5 � Missing mortar on cement blocks at basement level at the
rear of house .
6. Missing, worn and torn shingles .
INTERIOR•
Basement:
l. Handrail does not extend full length of stairway.
2 . Steps to basement are narrow and steep.
3 . Broken water pipe near meter.
4 . Vent for water heater disconnected.
5 . Sears 45 water heater lacks temperature-pressure relief valve.
6 . Sears 90 water heater vent pipe is rusted.
7 . Water piping corroded and shows evidence of leak.
8. Spillpipe from temperature pressure relief valve too short.
9 . Both lack drip tees for water piping.
10 . Vent for furnace is back pitched and not sealed to chimney.

3 . The conditions outlined above constitute a public hazarda
4. The owner has made no attempt to satisfactorily repair
the damage;
5 . The continued vacant and boarded-up condition contributes
a blighting influence on the neighborhood;
now, therefore be it,
RESOLVED, that in accordance with Minnesota Statutes Sections
463.15 through 463. 25 and based upon the foregoing findings of
the City Council, the Council of the City of Saint Paul does
hereby make the following Order:
ORDER
l. The owners of the above described building shall make the
same safe and not detrimental to the public peace, health,
safety and welfare by having the said building ra�ed and the
materials therefrom removed from the premises within thirty (30)
days from the date of the service of this Order;
2 . Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the office of the Clerk of District Court of Ramsey County,
Minnesota within twenty (20) days from the date of the service of
this Order, a Motion for summary enforcement of this Order to raze
remove the said building will be made to the Ramsey County
District Court;
3 . In the event that the building is to be razed by the City
of Saint Paul pursuant to judgment of the District Court, all
personal property or fixtures of any kind which may unreasonably
interfere with the razing and removal of these buildings shall
be removed within ten (10) days from tne entry of judgment; and
if not so removed, the City of Saint Paul shall remove and dis-
pose of such personal property and fixtures as provided by law;

The Division of Housing and Building Code Enforcement is hereby submitting its
report on the condition of the structure at the location referred to above.
The owner of record is (1) Richfield Bank and Trust, 6625 Lyndale, Richfield,
Minnesota 55423, Attention: Sue Reitemeier.
The legal description of the property is: Lot 1, George H. Schickler's Addition.
The building is a 2�-story, wood frame, duplex structure.
The subject property has been boarded up by the city since May 7, 1984.
This building, because of age, deterioration, lack of maintenance and the attached
list of deficiencies, is a hazard and a blighting influence on the neighborhood.
Inasmuch as the conditions outlined above constitute a public hazard, and the owner
has made no attempt to satisfactorily repair the damage despite our warnings, and the
continued vacant and boarded-up condition contributes a blighting influence on the
neighborhood, it is the recommendation of this Division that this matter be referred
to the City Attorney's office for razing and removal through District Court proceed-
ings.
