Paul, MN 55111. A contract for deed dated August 7, 1984 was entered into with Laxman S. Sundae of 6433 20th Ave. S. , Richfield, MN 55423 as the contract vendee . A judgment search reveals that on January 30, 1980, a judgment, file #425793 in the amount of $4041. 50 was filed against Laxman S. Sundae in favor of a James Potocnik, 1999 Jerrold, Arden Hills, 1�iN. WHEREAS, the Division of Housing and Building Code Enforcement on behalf of the City Council did notify by mail the above noted parties of interest at their last known address . WHEREAS, a public hearing was held by and before the Council of the City of Saint Paul in the Council Chamber of the Court House of said City at 10: 00 a.m. on Thursday, February 28, 1985, to consider the advisability and necessity of ordering the correction or wrecking and removal of said structure on the above described property inasmuch as said structure is reported to constitute a hazard to public health, safety and welfare. The subject property was found open to trespass and vandalized on January 23, 1985; 2 . Because of age, deterioration, lack of maintenance and the following list of deficiencies, the building is a hazard and a blighting influence on the neighborhood: Exterior• 1. Entire house is leaning out of plumb . 2 . Stucco is cracked and deteriorated. 3 . Windows are rotted out around frame. 4 . Cornice is rotted out, 5 . Roof is sagged. 6 , Foundation walls are caving in all around house . 7 . East wall of house bowed out. Interior: (Basement) 1. Foundation walls collapsing inside around perimeter of house . 2 , Many temporary support columns not on proper foundation. 3 . Some support columns leaning out of plumb . 4 . Beams are unlevel . 5 . Two-by-four floor joists are over-spanned causing upper floors to be spongy. 6 , Floor drain has a dry trap. 7 . Waste pipe from ist floor bathrub is backpitched. 8 . Main beam sagged towqrd East wall. 9. Steel plates used to restrain dirt and bent and bowed in, no longer functioning as adequate support. 10. Furnace is not operational. 11. No lever-handled gas shut-off on gas supply to water heater. 20 . Steps to basement are steep and have narrow treads. 21. Decay at base of wood column for main beam near the furnace. 22 . Cracks in wall caused from exterior wall pulling away from house. Living room: l. Holes in walls . 2 . Plaster removed from ceiling. 3. Overspanned ceiling rafters . Northwest room: l. Floor unlevel. 2 . Holes in walls. Attic: 1. Stairway to attic has very low headroom. 2 . Attic walls have holes in them. 3. Floor sagged. 3. The conditions outlined above constitute a public hazard and the owner has made no attempt to satisfactorily repair the damage. 4 . The owners of the above described buildings shall make the same safe and not detrimental to the public peace, health, safety and welfare by having the said buildings razed and the materials therefrom removed from the premises within thirty (3�1) days from the date of the service of this Order; 2. Unless such corrective action is taken to comply with this Order or an answer served upon the City of Saint Paul and filed in the office of the Clerk of District Court of Ramsey County, Minnesota within twenty (20) days from the date of the service of this Order, a Motion for summ ary enforcem ent of this Order to raze and remove the said buildings will be made to the Ramsey County District Court; 3. In the event that the buildings are to be razed by the City of Saint Paul pursuant to judgment of the District Court, all personal property or fixtures of any kind which may unreasonably interfere with the razing and removal of these buildings shall be removed within ten (1�) days from the entry of judgment; and if not so removed, the City of Saint Paul shall rem ove and dispose of such personal property and fixtures as provided by law; 4. If the City of Saint Paul is com pelled to take any corrective action herein, all necessary costs expended by the City will be assessed against the above described real estate and collected as other taxes; and be it FURTHER RESOLVED , that a certified copy of this resolution and incorporated Order herein be served upon the last record owners of the above described property in the manner rovided b law, 5.
