PURPOSE: Final plat approval for Birmingham Place Addition. B. SITE & AREA CONDITIONS: The site, situated between Old Hudson Road and vacated Conway�is approximateTy 3.64 acres and is occupied by 30 newly constructed coach homes. They are the first phase of the Etna-Birmingham planned development. The vacant land to the north, situated between Third Street and vacated Conway is not included in this proposed plat; however another 30 coach homes are planned here, constituting the final development phase. C. REg UIRED FINDINGS: City of St. Paul staff have reviewed the propased final plat and have�ouna^t�iat it meets the following requirements : 1. All the applicable provisions of the Legislative Code are complied with. 2. The proposed subdivision will not be detrimental to the present and potential surrounding land uses. 3. The area surrounding the subdivision can be planned and developed in coordination and compatibility with the proposed subdivision. 4. The subdivision is in conformance with the comprehensive plan. 5. The �subdivision preserves and incorporates the site's important existing natural features, whenever possible. � 6. All land intended for building sites can be used safely without endangering the residents by peril from floods, erosion, continuously high water � table, severe soil conditions or other menance. 7. The subdivision can be economically served with public facilities and services. D. ADDITIONAL FINDINGS: . 1 . The preliminary plat for the entire planned development was approved by City Council on September 13, 1984. 2. The proposed final plat is in compliance with the rezoning to PD approved by the City Council on July 31 , 1984. 3. Approval of the final plat for Block 1 , Birmingham Place Addition permits the sale of the 30 first-phase �anits and allows the platting of the 30 second-phase units to coincide with their construction. 4. The Sewer Division of the Department of Public Works has commented that the existing catchbasins at vacated Conway and vacated Etna must be bulkheaded at the manhole. E.
