FINAL PLAT APPROVAL FOR ENERGY PARK N0. 3
WHEREAS, the Port Authority of Saint Paul has submitted the attached
proposed final plat for City Council approval; and
WHEREAS, the appropriate City departments have reviewed the proposed
final plat; and
WHEREAS, the proposed plat has been determined to meet the requirements
of Chapter 67 of the Zoning Code;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves
this final plat for Energy Park No. 3, contingent on the Port Authority
working with the Fire Department to eliminate any of their concerns.

BRIEFING �

A. PURPOSE: To consider the final plat for Energy Park No. 3.
B. SITE & AREA CONDITIONS: The site is approximately 47.5 acres. Much of the area

and proposed land uses in relation to the plat:
Lot 1 : existing housing
Lots 2, 9 & 10: parking
Lots 3 & 4: proposed health facility
Lot 5: existing Share Clinic
Lot 6: proposed Sunwood Inn (100-room motel )
Lot 7: Bandana Square
Lot 8: Children's Museum
Lot 11 : proposed housing
C. RE(�UIRED FINDINGS: City of St. Paul staff have reviewed the proposed preliminary
pTat�ana^Fiave��ound that it meets the following requirements :
1 . Al1 the applicable provisions of the Legislative Code are complied with.
2. The proposed subdivision will not be detrimental to the present and potential
surrounding land uses.
3. The area surrounding the subdivision can be planned and developed in
coordination and compatibility with the proposed subdivision.
4. The subdivision is in conformance with the comprehensive plan.
5. The subdivision preserves and incorporates the site's important existing
natural features, whenever possible.
6. All land intended for building sites can be used safely without endangering
the residents by peril from floods, erosion, continuously high water table,
severe soil conditions or other menance.
7. The subdivision can be economically served with public facilities and
services.
D. AODITIONAL FINDINGS:
-------------------
1 . The proposed plat is being coordinated with the Energy Park 40-Acre Zoning
Study so the zoning boundaries and platted lot lines will be consistent with
existing and proposed land uses.
2. The Fire Department commented on the need for additional information to
determine water requirements and additional hydrant requirements. Their
concerns will not affect the plat approval . Any new development requires
site plan review, at which time the Port Authority or the developer will be
required to address any concerns of the Fire Department.
E. STAFF RECOMMENDATION: Based on the findings in C and D, staff recommends
approvaT o� tFie �inal plat for Energy Park No. 3, contingent on the Port
Authority working with the Fire Department to eliminate any of their concerns.

An Ordinance amending Chapter 60 of the Saint Paul
Legislative Code pertaining to zoning for the City
of Saint Paul and the zon.ing maps thereof.
WHEREAS, the Planning Commission has made a survey of the area bounded by the
Burlington Northern Mainline, Lexington Parkway, Pierce Butler Route, and Snelling
Avenue for the purpose of considering amendments to the Zoning Ordinances of the
City, and has determined that the number of real estate descriptions being
affected by the proposed changes would render obtaining written consent to b_e
impractical ; and
4JHEREAS, the Planning Commission, following public hearings held for that
purpose, has recommended that the zoning code be amended, and the City Council ,
having considered the report and recommendations of the Planning Commission, and
having conducted a public hearing on the proposed zoning code amendments, does
hereby amend the Zoning Code pursuant to the authority granted by and in
accordance with the procedures set forth in Minnesota Statutes, �462.357.
THE COUNCIL OF THE CiTY OF SAINT PAUL DOES ORDAIN:
Section 1.
That the Council of the City of Saint Paul does hereby amend the Saint Paul
Zoning Ordinances by amending the zoning classification for the following property
on the zoning maps of the City of Saint Paul , Sheet Nos. 10 and 11, as
incorporated by reference in Section 60.301 of the Saint Paul Legislative Gode:

Attached for your review and action is the recommendation of the Planning
Commission for rezoning portions of Energy P ark to allow the development of the
proposed motel and adjustment of the zoning boundaries to be consistent with
property lines and existing and proposed land uses. The requested action is
vital to the continued evolution of this exciting and worthwhile project.
As an outstanding example of innovative reuse of existing structures blended
with new development, the Energy Park project has my strongest support and I
urge the Council to act favorably on this matter with all deliberate speed.

. WNEREAS, the Planning Commission on January 11 , 1985 adop�ted a resolutio;�
initiating a 40-Acre Study for that area knoUm as Energy Park, more
particularly described as the area bounded on the north by the Suriington
Northern Mainline right-of-way, on the east by Lexington Parkway, on the
south by Pierce 8utler Route and on the �v2st by Sneliing Av�nue, to
consider rezoning certain properties for �the cons�ruction of a 10Q unit
motel and associat�d parking rai���, and to adjust other zoni�g �oundaries
�rithin the project area to be consist2nt y��ith property boundaries and to
reflect the actual use areas; and
WHEREAS, the District 10 CoTanunity Council and Council 46 have reviewed the
proposed project and r2corrb�nend approval; .
� WHEREAS, the Zoning Comr�itte and Plannir�g Division staff have reviewed tne
proposed amendnents and find tf�em to Qe reasonably consistent witn the long
range plans for the developr�ent of Energy �ark; and
�WHE�EAS, pursuant to Mirinesota Statutes Section 46?.357(5), the Planning
Corrmission held a public hearirig at its Janua�y 25 �neeting whzrefn.
interested persons were previded the opportunity to test�ify regarding the
Proposed zoning amendm�nts; and
WHEREAS, the Planning Commission has determined:
1. That the number of real estate descriptions affected by the amendments
(in excess at 200) renders the obtaining of written consents impractical;
2. . That a survey of an area in excess of 40 acres has bezn made;
3. Ti�at-the proposed amendments to �he Zoning Code are related to th�
overall ne�ds of the cor�munity, to the existing land use, and to a plan
for future land use in this area of t�e city; and
4. That pursuan�t to State Statutes, propzr legal notice of the public
heari ng �r�as publ i shed i n the Sai n� P aul P i o�eer P ress-D i spatci� an
January 4, Januar�y 11 , and January 13, 1935;
