WHEREAS, the Un i ted States suppor�ted the Un i ted Nat i ons
General Assembiy's adoption of the Universal Declaration of Human
Rights, December 10, 1948, which commits the member states to
recognize and observe basic human rights; and
WHEREAS, the United States, Ei Salvador, and Guatemala have
ratified on August 12, 1949, the Geneva Convention IV. Relative
to the Protection of Civilian Persons in time of war; and
WHEREAS, the United States has acceded to the 1967 United
Nations Convention and Protocol Relating to the Status of
Refugees which states: "No contracting state shall expel or
return a refuge in any manner -whatsoever to the frontiers of
territarles where his life or freedom woutd be thr�a�tan�d an
account af his race, religion, nationality, membership of a
particular social group or political opinion;" and
WHEREAS, the Un i ted States Refugee Act of 1 980 author i zes
the grant of asylum to refugees who are defined in terms
i dent i ca 1 to the Un i ted Nat i ons 1 967 Convent i on as any person
who "owing to weil -founded fear of being persecuted for reasons
of race, religion, nationality, membership of a particular social
group or _political opinion, is outside of the country of his
nationality and is unable or owing to such fear, is unwilling to
avail himself of' the protection of that country;" and
WHEREAS, over 40,000 non-combatant civilians are estimated to
have been killed in E1 Salvador since 1979; and
WHEREAS, hundreds of thousands of Salvadorans have fled their
country seeking refuge and the U. S. Immigration and

Naturalization Service has granted political asylum to less than
three percent of the Salvadorans who have applied; and
WHEREAS, i n 1 982 and 1 983 over 4,800 refugees were returned
to E 1 Sa 1 vador and a pre 1 i mi nary survey by the Center for
Immigrants Rights and the American Civil Liberties Union reports
that the names of 50 of those returned has tur�ed up on lists of
victims killed by security forces or death squads; and
WHEREAS, many thousand of non-combatant civilians, inctuding
peasants , Indians , trade unionists , religious personnel ,
potitical leaders, journalists, and members of the legal
profession have been systematically seized and frequentiy
tortured and murdered by both uniform and plain clothes members
of security forces under government control in Guatemala since
the early 1970's; and
WHEREAS, the c i ty of St. Pau 1 has a d i verse ethn i c her i tage
and has h i stor i ca 1 1 y we 1 comed i mm i�rants f 1 ee i ng hardsh i p and
persecution in their home countries; and
WHEREAS, f i ve M i nnesota churches, four of wh i ch are i n the
metro area with two in Minneapolis have declared public sanctuary
for Salvadoran and Guatemalan refugees who have fled their
countries because of threats to their tives and many Twin Cities
organizations, religious people and other citizens have publicly
expressed their concern and support for this effort; and
NOW, THEREFORE BE I T RESOL VED by the C i ty Counc i 1 of the C i ty
of St. Paul :
That i n respect for i nternat i ona 1 1 aw and human r i ghts, the
federal authorities , inciuding the Congress , take action

necessary to grant "extended voluntary departure" status, or
otherwise temporarily suspend the deportation of the Central
Amer i can refugees who have f 1 ed from persecut i on i n the i r home
countries.
BE I T FURTHER RESOL VED, that the St. Pau 1 C i ty Counc i 1
commend the Twin Cities Sanctuary Coalition, First Universalist
Church and Walker Community United Methodist Church for their
sensitivity, courage and humanitarian action in sheltering
Salvadoran and Guatemalan refugees.
BE I T FURTHER RESOL VED, that the C i ty Counc i 1 requests that
the City administration take no action contrary to the safety and
welfare of any Central American refugee under the sponsorship of
the Twin Cities Sanctuary Coalition.
BE IT FURTHER RESOLVED, that in the event the federal
Immigration and Naturalization Service authorities seek to arrest
any Centra 1 Amer i can refugee under the sponsorsh i p of the Tw i n
Cities Sanctuary Coalition and deport her/him back to her/his
poss i b 1 e death, the St. Pau 1 C i ty Counc i 1 hereby requests that,
out of courtesy a�d decency, the INS immediately notify the Twin
Cities Sanctuary Coalition, so that it may gather legal and
support services as quickly as possible.
BE IT FURTHER RESOLVED, that copies of this resolution will
be sent to each of our Un i ted States Senators and the M i nnesota
Congressional Delegation.
