WHEREAS, the On-Sale and Off-Sale liquor establishments
are a major industry in the City of Saint Paul , and
WHEREAS, the On-Sale bars and restaurants and Off-Sale
liquor establishments provide employment to thousands of
St . Paul residents and contribute heavily to the various
taxing authorities through payment of property taxes , income
taxes and sales taxes , and •
WHEREA�, the liquox industry is now being threatened
with closure of many establishments due to the lack of
availability of Dram Shop insurance and affordable coverage,
and,
WHEREAS, this is a problem created by the Legislature
and the solution can only be found through ].egislative action,
BE IT RESOLVED, that the Ramsey County Delegation be
asked to meet and address this problem and to propose remedial
legislation to allow present liquor licenseholders to remain
open until such time as the Legislature can enact appropriate
legislation to resolve the pxoblems that have been created by
the State insurance requirements.
