WHEREAS, world, national, state and local economies are in a period
of rapid transition that has resulted in the economic decline of
ma.ny of the industries that have , in the past, provided much of
the economic strength of the State of Minnesota� and
WHEREAS, the State of P-�innesota experienced a net loss of
$2 ,193 ,100,0v0 tax dollars in military spending during the 1983
U.S. fiscal year; and
WHEREAS, there is a need to prepare for the State Legislature and
the people of the State of Minnesota an annual repart detailing
the ef.fects of military spending on the economy of the State of
Minnesota; and
U7HEREAS, it is difficult for the State of Minnesota and its citizens
to plan and make reasoned choices about legitimate economic and
national security needs when many jobs and local economies are
dependent on declining or fluctuating industries; and
WHEREAS, there is a recognized need to assist business, labor
organizations, and local units of government to deal with the
adverse effects of economic fluctuation or decline, and to work
toward the creation of a stable and productive economy in a
peaceful world; and
WHEREAS, there is a recognized need to identify vulnerable and
distressed industries within the State of Minnesota, and to assist
and encourage such industries to voluntarily plan for alternative
production; and

WHEREAS, there is a recognized need to establish a procedure
to assist in the retraining and reemployment of dislocated workers
from vulnerable and distressed industries� and
WHEREAS, there is a recognized need to advise and assist businesses
and other entities to design and implement pilot conversion or
diversification projects, and to evaluate these projects; and
THEREFORE, BE IT RESOLVED, that the City of Saint Paul supports the
concept of economic conversion; and
BE IT FURTHER RESOLVED, that the City of Saint Paul supports the
�lark-Dicklich Economic Conversion Act in the Minnesota State
Le islature establishing an Office of �'conomi Adjustmen within.'''� � �`�
