RESOLVED that the City Council of the City of Saint Paul does
hereby support and adopt as part of the 1985 Legislative Program
the following:
Policy statement on Combined Sewer Separation in the Metropolitan
Area (CSO) :
The City of Saint Paul supports the cleanup of the Mississippi
River, and is willing to continue and even accelerate its
efforts. A 20-year sewer separation program for the City,
based on 20� local funding and 80o state and federal aid funding,
is the best method for correcting one aspect of river pollution,
combined sewer overflows. It is appropriate and critically
necessary that region, state and federal cooperation and funding
be provided. Any costs attributed to an accelerated program to
abate river pollution from combined sewer overflows should not
be borne solely by the City of Saint Paul.
