The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

ADVISABILITY AND DESIRABILITY
PROJECT:
Improve the following streets under the Residential Street Paving
Program (RSPP) by regrading , surfacing, constructing concrete curb and
gutter , constructing an ornamental lighting system and drives where
necessary:

INITIATING ACTION:
This project was initiated by the District 6 Community Council and
approved through the Capital Improvement Budget (CIB) Process.
EXISTING CONDITIONS :
The streets contained in this proposal have an oiled roadway surface.
Driving surfaces are rouqh and uneven. Roadway widths vary because of
the lack of curbing. A section on Stinson Street between Farrington
Street and Galtier Street has concrete curb on both sides of the
roadway. The width in this area is 30 feet. Traffic counts are low.
� In many cases, boulevards are poorly maintained because of the lack of
curbinq.
Catch basins are inadequate and need repair.
PROPOSBD IMPROVSMBNTS : I
A new bituminous roadway with concrete curb and gutter is proposed.
Roadway width, curb to curb, will be 32 feet for the above listed
streets.
All driveways will be reconstructed where existing drives exist, or
where property owners request. All existing house outwalks will be
reconstructed. Boulevards vrill be regraded and sodded from curb to
sidewalks. An energy efficient sodium vapor lighting system will be
installed .
New catch basins wfll be constructed and the leads will be connected
to the storm sewer system.
This project will tie into the Western Avenue and Galtier Street
paving projects at Burgess and Stinson Streets.

To do nothing would be inconsistent with requests of the citizens of
St. Paul to improve the existing oiled streets .
Typical roadway improvements which have been constructed recently in
other residential areas are being proposed here. No major alternates
or deviations were considered feasible or desirable.
POSITIVE BENEFITS :
Complete improvement of the public right-of-way will greatly enhance
and add to the quality and character of the neighborhood . Oiling will
be eliminated . Maintenance costs will be reduced .
ADVERSE EFFECTS :
There may be some minor disruption and inconvenience during construction
time .
