Summary of Enqineerfnq Recommendations i Re�port Prepared - October 2, 1984 ADVISABILITY AND DESIRABILITY PROJECT: Improve the following streets under the Residential Street Paving Program (RSPP) by regrading , surfacing, constructing concrete curb and gutter , constructing an ornamental lighting system and drives where necessary: 85-P-0957E, V-0717E ARUNDEL-CHARLES-EDMUND (Paving & Lighting) "� ARUNDEL STREET from Charles Avenue to Thomas Avenue; w�; CHARLES AVENUE from Mackubin Street to Virginia Street; EDMUND AVENUE from Arundel Street to Western Avenue . INITIATING ACTION: This project was initiated by the District 7 Community Council and approved through the Capital Improvement Budget (CIB) Process. EXISTING CONDITIONS : The streets contained in this proposal have an oiled roadway surface.. Driving surfaces are rouqh and uneven. Roadway widths vary because of the lack of curbinq. Traffic counts are low. In many cases, boulevards are poorly maintained because of the lack of curbinq. a,� Catch basins are inadequate and need repair. PROPOSED IMPROVEMBNTS : A new bituminous roadway with concrete curb and gutter is proposed. Roadway width, curb to curb, will be 32 ' for Charles Avenue and 36 ' for Arundel Street and Edmund Avenue. All driveways will be reconstructed where existing drives exist, or where property owners request. All existing house outwalks will be reconstructed . Boulevards will be regraded and sodded from curb to sidewalks. An energy efficient sodium vapor lightinq system will be installed. New catch basins will be constructed and the leads will be connected to the proposed St. Albans-Van Buren Storm Sewer system (City Project No. 84-S-1264-D2a) . This project will tie into the western Avenue paving project at Edmund and Charles Avenue (City Project No. 84-P-0941) . . . i ��s-/73 �_ ALTERNATES : ' � � To do nothing would be inconsistent with requests of the cftizena of � St. Paul to improve the existing oiled streets . Typical roadway improvements which have been constructed recently in other residential areas are being proposed here. No major alternates or deviations were considered feasible or desirable. POSITIVE BENEFITS : Complete improvement of the public right-of-way will greatly enhance and add to the quality and character of the neighborhood. Oiling will be eliminated . Maintenance costs will be reduced . The long awaited sewer project was a blessing; however, much of the area was in disarray for a long stretch of time. The intersection of Arundel and Charles specifically, was inaccessible to traffic and was fenced o.ff for nearly one and one half years because of the sewer drop-shaft. We have received many phone calls regarding the intersection, and specifically, the stretch of pavement from Charles to Sherburne, on Arundel. We are asking at this time that the City Council extend the proposed street improvements to include that particular block on Arundel, due to circumstances unforse�en at the time the original proposal was submitted.
