WHEREAS, January 20, 1986, marks the first observance of the
City's legal holiday established by Council File No. 281330,
honoring the birthday of Martin Luther King, Jr. ; and
WHEREAS, such holiday should serve as a time for Americans to
ref1ect on the principles of racial equality and nonviolent
social change espoused by Martin Luther King, Jr. ; and
WHEREAS, it is appropriate for the City of St. Paul to assist
in coordinating efforts with the Martin Luther King, Jr. , Federal
Holiday Commission, with all Americans of diverse backgrounds and
with private organizations in observance of the legal holiday
honoring Martin Luther King, Jr. ; and
THEREFOR�, BE 1T RESOLVED, there is established a commission
to be known as the Martin Luther King, Jr. , Holiday Commission
and the purposes of the Commission are:
( 1 ) to encourage appropriate ceremonies and activities in
5t. Paul relating to the first observance of the legal
holiday hanoring Martin Luther King, Jr. , which occurs
on January Z0, 1986; and
C2) to provide advice and assistance to local institutions
and private organizations with respect to the observance
of such holiday.
BE IT FURTHER RESOLVED, that the Commission shall be composed
of 15 members with 1 member from the City Council and 14 members
representing diverse interest groups, including ir�dividuals
representing religious groups, labor, business, civii rights,
youth, and entertainers, and

( I ) the commission shall se�ve without pay, and
(2) the commission may encourage the participation of, and
accept, use, and dispose of donations of money, property
and personal services from individuals, public and
private organizations to assist the Commission in
carrying out its responsibilities, and
(3) not later than April 20, 1986, the Commission shall
submit a report to the Mayor and City Council concerning
its activities, and
(4) the Commission shall cease to exist after submitting its
report.
