2 WHEREAB, the Saint Paul City Council approved a Corrective Plan regazding the Institutional Network (CF
3 97-1552) and two subsequent amendments to the Conective Plan (CF 98-700 and CF 98-1021); and

WHEREAS, CF 98-1021 extended the tune for MediaOne to complete the construction of the Institutional
Network until December 31, 1998, to complete testing by January 31, 1999, and to complete corrections and
7 retesting by Apri130, 1999; and
WHEREAS, MediaOne presented test results and a documentation package to the City May 3, 1999, and the
City has 60 days in which to coufirm the doctunentation of the Institutional Network upgrade; and
10 WHEREAS, the City has an additional six months in which to provide MediaOne confirmation with respect to
ll the reliability and physical inspection of the Institutional Network; and
12 WHEREAS, the City's engineering consultant has reviewed all of the documentation provided by MediaOne
13 and has found the documentation to be incomplete with respect to RF testing and Baseband video testing at the
14 Headend for the AM modulators and demodulators (AM equipment) MediaOne substituted for FM equipment
15 that was not working to the City's and Company's safisfaction; and
16 WI�REAS, the City's Cable Communications Officer sent a letter to MediaOne on July 2, 1999 stating that
17 the City cannot provide confirmation of the Institutional Network until the AM equipment testing and
18 documentation is complete; and
19 WFIEREAS, the City's Cable Communications Officer recommends that MediaOne be granted an eatension
20 until July 30, 1999 to provide the above-referenced AM equipment test documentation to the City.
RESOLUTION

21 NOW, THEREFORE BE IT RESOLVED that the Saint Paul City Council eatends the deadline to July 30,
22 1999 for MediaOne to provide the AM equipment testing documentation to the City, and the City will provide
23 notice of confirmation to MediaOne within 45 days of receiving the test documentation ; and

BE IT FURTHER RESOLVED that the testing and maintenance provisions of Attachment 2-F of the
Corrective Plan aze now in effect; and
3 BE IT FINALLY RESOLVED that the City has until3anuary 31, 2000 in which to provide MediaOne with
4 confinnation with respect to reliability and physical inspection.

MediaOne has made an I-Net equipment substitution because the original model had technical problems. This equipment
substitution has been reviewed by city staff and the city's engineering consultant and it is acceptable'to them. However, the
equipment needs to be tested and documentation provided to the City per the I-Net Corrective Plan and tests were to have
been completed by Apri130. An extension of the deadline to July 30 for completing the I-Net is needed to accommodate
this equipment replacement and testing of the new equipment.
Advantages If Approved:
MediaOne will be in compliance with the Corrective Plan and the City will receive a high quality equipment substitufion, as
well as an extended period of time to confvm the I-NeY s reliability.
Disadvantages If Approved:
None
DisadvanWges If NotApproved: '
MediaOne would not be in compliance regazding the new equipment and required tests. The CiTy could find them in
non-compliance, or they could decide to keep the original equipment, which would create ongoing technical problems for
the City and other insritutional video users.
