R�OLVID, that the report of the Valuation �ngineer, a oopy of which is
attached and incorporated herein by reference, which increases assessment
rates for storm relief sewer projects to reflect oonsruction c�st increases
and the increased benefit to property owners, that is, from 2.5 cents per
square foot for one and two family dwellings and 6.5 cents per square foot
for all types of property to 3 cents and 7.5 cents respectively, is hereby
approved for all storm relief sewer type projects passed by Final Order
after January l, 1985.

Re: Assessment rates for storm relief sewer projects
Assessments for a storm relief sewer system are spread at a fixed rate on a
"Drainage District" basis. The fixed assessment rates in effect since 1971
are as follaws:
Multi-Residential,
1 & 2 Family Property Commercial,Industrial Property
1971-1973 1-1/4 cents 3 cents
1974-1978 1-1/2 cents 4 cents
1979-1980 2 cents 5-1/4 cents
1981-1984 2-1/2 cents 6-1/2 cents
The Sewer Division of the Department of Public Works was advised that since
the last rate adjustment, the construction costs for sewers in this area
have increased by an average of 23$. This is per the Engineering News Record
construction index.
I recommend that the assessment rate applicable for storm relief sewer
projects approved by Final Order after January l, 1985 be as follows:
1 & 2 Family Residential 3 cents per square foot
Multi-Residential, Comnercial,
Industrial Property 7-1/2 per square foot
The proposed increase in assessment rates would raise the assessment on one
or two family dwelling unit of average size lot (60'x125') from $187.50 to
$225.00 and raise the assessment for a commercial structure on the same
sized lot from $487.50 to $562.50. The net affect of the reco�r�nended rate
increases would attempt to retain the average amount recoverable by
assessment at 20� to 25�.
