Also constructing a sanitary sewer in OAKRIDGE STREET from I 30' west of Upland Avenue to Upland Avenue�FIR STREET trom Oakridge Street to approximately S00' south of Oakridge Street; and in HOWARD STREET from Buriington Road to approximately 800' sa�th of Buriington Road Also conskructing sanitary sewer service and water service cau�ections. Also, constructing a street lighting system in the above mentloned streets. 1NITIATING ACTION This pro ject is beir� initiated by a petition signed by four property owners representing approximately 119� of the assessable property. PROPOSED IMPROVEMENTS The street w i 11 be constructed 30' w i de w i th b i tum i naus surf ace and concrete curb and gutter, and 6' boulevards. A stam water drainage system will be constructed to serve these streets. This system wiil drain into the new storm sewer that was constructed last year in Burl ington Road. Sanitary sewer is proposed for Fir Street and Howard Street and will be extended to serve aiI the property on Fir Street. The sanitary sewer on Fir Street will be too high to serve the most southerly lots unless they install a pump system. ' � (�-i��7 A water main would be constructed for the length of this improvement. Water and sewer cax�ections would be stubbed to the property line as necessary. SPECI AL CONSI DE ATIONS We have had requests in years past to construct those streets and utilities, but we were unabie to do so until the trunk sewer outlet was constructed in Burlington. Consequently, homes in the area were constructed with septic systems and wells. Many of these owners are now probably opposed to the improvement. The City Council laid this matter over in June of this year and requested that we include all unimproved streets within this drainage sub district. ALTERNATES Rough grade the streets to their f inal proposed grade, install the water main and install sanitary sewer (where none exists now) and delete the paving, curb, sod, and storm sewer. All of the ground disturbed by construction would become an erosion probiem and would not meet the requirements of the Ramsey-Washington Metro Watershed District. Make no permanent improvements. The Department of Publ ic Works w i i l continue to fili holes and washouts, but grades are fairly steep and erosion will contir�ue to be a problem. The legislative code restricts house construction abutting unimproved streets. Therefore, no new homes could be constructed in the area unless a waiver is granted. If waivers are granted, the increased density will place additional pressure on the dirt streets and sanitary and water systems. Construct the pavement to a width of 24'. This would be the compromise width that was constructed on Wildview and Lenox. The paving assessment would be reduced by approximately s3.00 per foot. I NFORMAT I ONAL MEET I NGS We have had three neighborhood meetings, two field meetings and a Public Works Committee hearinq. The last meeting was before the District Council where a letter, addressed to the Mayor and City Councii and signed by most of the property owners, was submitted. R�COPT1ENDAT ION This is a fairly large residential area that was allowed to develop without city water or paved streets., These improvements are now available. The Department of Public Worlcs feels that this is a very worthwhile project and recommends that it be approved. In the event the city council denies these improvements, the building ordinance restricting development on unimproved lands will hamper further development along these streets.
