thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

1. Safetv: Without improved streets, storm and sanitary sewer and

water, many parcels cannot be provided with adequate emergency _
provisions especiatly for fires. '
2. More Difficult Construction: Providing public facilities after
deveiopment is typically more difficult and more expensive. New
roadway grades may cause design and construction difficulties for
driveways. Sewer grades may be deeper because of low-lying houses.
3. Added Pubiic Maintenance Costs: Due to the need for continued upkeep
and complaints generated by dirt/gravel streets, administrative and
maintenance staff time is often much greater than on paved streets. �
In addition, the city is required to inspect wells and septic tanks.�
4. Added Private Caaital Cost�: Public improvements after-the-fact
require homeowners to pay costs for welis and septic systems as well
as subsequent sewer and water i ines. �'�

Since neither storm nor sanitary sewer outiets are availabie at this time, .
we are granting the request subject to the following conditions:
1. That you grant a 24 foot wide permanent sewer easement along the '
north side of Lots 4 and 5, Block 1, Lewiston Heights Fourth Addition
2. That you connect to the pubiic sanitary sewer when it becomes
availabie.
3. That the house be repositioned on Lot 4 so a'drainage problem wilt not
occur when Ogden Court is constructed.
