CITY OF SAINT PAUL
INTERDEPARTMENT/1l MEMORANDUM
I
I T0: Greg Blees
 FROM: Jane Eastwoodi,
v- _ - - _
'I RE: Request for Budget Amendment of $15,000 for 1996 Olympic Bid
 DATE: July 14, 1987
II The cit o
y f Saint Paul, under the auspices of Mayor Latimer, has committed
; itself to participate in a bid to host the 1996 Summer Olympics. The initial
, bid process consists of two phases:
I, 1. Preparation of a bid document by September 15; this has an estimated total
cost of $45,000.
2. Formal presentation to the U.S. Olympic Committee in mid-January, 1988; the
estimated cost of this phase is between $150,000 and $200,000.
' The city agreed to participate equally with the city of Minneapolis and the
' state of Minnesota in the first part of the bid, with a cost to each partner
' of $15,000. The Minneapolis City Council last Friday voted to approve the
' $15,000 expense; the state has already committed the funds.
I We would like to request a budget amendment to transfer funds in the amount of
i $15,000 to PED for the Saint Paul portion of the expenses for the Olympic bid.
I, The decision to bid on the 1996 Swnmer Olympic Games is based on the research
; provided by a consultant hired by the cities of Saint Paul and Minneapolis
which indicated a positive opportunity for the Twin Cities in pursuing this
event. The initial budget of between $200,000 and $250,000 supports the bid
effort through the point of designation of a candidate city for the United
States to the international selection process. Beyond that point, if the Twin
Cities is selected as the U.S. designate, the bid process will be supported by
' private funds. It is anticipated that the bulk of the initial $200,000 to
' $250,000, besides the cities' and state's $45,000 contribution, would also be
' solici.ted from private sources.
IThe Olympic Games themselves represent a significant economic development
opportunity ($2 billion to $3 billion) as well as an opportunity for the 1ain
iCities to become a premier center for amateur athletics and to gain extensive
inational and international attention. The visibility provided ust by the
,U.S. designation for the 1996 Olympics is a considerable advantage to the Twin
,Cities in seeking other national and international competitions to host.
iGiven the short timetable on which to prepare this bid document, we would like
to go to Council with this budget amendment as quickly as possible. Please
call me at ext. 3209 if you have any questions.
cc: Mayor Latimer
