; ftESOLUTION URGING THE UNITED STATES CONGRESS
� TO ADOPT A NATIONAL HOUSING POLICY
REAFFIRMING A STRONG FEDERAL ftOLE IN STIMULATING
; AFFORDABLE HOUSING OPPORTUNITIES
WHEREAS, the Federal Government has long enunciated the goal of a decent
home and a suitable living environment for all Americans; and
WHEREAS, unti11981, Federal expenditures for stimulating the production
of new affordable housing has steadily increased; and
WHEREAS, since 1981, Federal expenditures to stimulate production of new
affordable housing for low and moderate income persons have drastically declined
by over 70 percent; �nd
WHEREAS, during this time, local housing finance agencies have tried to fill
the gap through issuance of the tax exempt bonds and other means to provide financing
for affordable housing; and
WHEREAS, the 1986 Tax Reform Act drastically curtails the ability of local
; housing finance agencies to issue tax exempt bonds to finance new affordable housing
for low and moderate income persons, as well as discouraging investment in such
housing by eliminating most tax incentives; and
WHEREAS, there continues to be an overwhelming need for direct Federal expenditures
for the acquisition, construction and rehabilitation of affordable housing; and
WHEREAS, it is estimated that over 67,000 households in the Minneapolis/Saint Paul
metropolitan area currently are inadequately housed and need assistance in paying
for housing, and these households are largely concentrated in the central cities; and

; WHEftEAS, it is projected that during the period 1986-1995, about 55 percent
of the additional housing units needed in Saint Paul will be needed by low and moderate
� income households; and
, WHEREAS, the expiration of current affordable housing contracts could effectively
reduce the number of present subsidized units in Minneapolis and Saint Paul by 50
percentin 15 years;
,� NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
� Saint Paul, Minnesota, hereby calls on the United States Congress to adopt, as a priority,
a national housing policy which reaffirms a strong Federal role in stimulating affordable
; housing opportunities; and
� BE IT FURTHER RESOLVED that upon adoption by the City Council of the
� City of Saint Paul, Minnesota, this resolution be transmitted to each member of
; the Minnesota Congressional delegation and the Chairn�of the Senate and House
, Housing Subcommittees.
