THE� COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIi�:
' Section 1 .
� Pursuant to Minnesota Statutes , Section 410. 12 , Subdivision 7 ,
and� upon recommendation of the Charter Commission of the City of
Sai�nt Paul , Section 12.02 of the Charter of the City of 5aint Paul
is ,amended to read as follows:
"Sec. 12. 02. Civil service commission. There
,� shall be a civil service commission consisting of
� three members appointed by the mayor with the consent
� of the council and the board of education of inde-
' pendent school district number 625. Terms shall be
; six years , except that one of the three members first
� appointed shall serve for a term of two years and one
for a term of four years. Al1 appointments shall be
� "�� � from among the qualified voters of the city who are
, in known sympathy with the application of inerit
� principles to public employment. No member may hold
' any office or employment under the city. A member
� shall cease to be a member of the commission upon
becoming a candidate for elective city office. The

voted affirmatively to recommend to the Saint Paul City Council
passage of the enclosed ordinance amending City Charter Section 12 .02
pursuant to the provisions of Minnesota Statutes Section 410. 12,

RESOLUTION
� WHEREAS, the Saint Paul City Council by its Resolution of
Mar'ch 19, 1987 (C.F. No. 87-356) requested Charter Commission
rev'iew and consideration of a City Charter amendment pertaining
� to ' the appointment of alternate commissioners for the Civil
Ser�ice Commission; and
' WHEREAS, the Charter Commission did, at its meetings on
May' 23, 1987 and July 23� 1987 � review and �consider the aforesaid
proposed Charter amendment; now, therefore, be it
� RESOLVED, that the Saint Paul Charter Commission hereby
. recmmmends for unanimous Council adoption, pursuant to Minnesota
Statutes Section 410. 12� Subd. 7 , the proposed amendments attached

� Section 1.
That Chapter 101 of the Saint Paul Administrative Code is

' CIVZL SERVICE COMMISSION.
I' 101.01. Alternates. In addition to the regular
� members of the Civil Service Commission as established
�� by the City Charter, there shall be three alternates
, appointed by the mayor with the consent of the city
, council ar.d the board of education of independent school �
district nL:mber 625. An alternate sha 1 serve in the
� event af the inability of a regular member to at-tend
� a Commission meeting or a hearing or of the existence ,
� of a conflict of interest on behalf of a regular
' member. Terms for alternates shall be six years,
' except that one of the three alternates first appointed
� • ' shall serve for a term of two years and one for a
' ' term of four years. The personnel director shall '
� contact alternates to serve in a rotating order.
� For the first meeting or hearing for which an alternate
� is needed the personnel director shall first contact
� the alternate appointed for a two year term followed
