WHEREAS , The Council has considered the application of
th� provisions of the 5aint Paul Zoning Code to a proposed
Ker�tucky Fried Chicken �estauran� to be located on Cleveland
at � Pinehurst Avenues , whzciz is located in a B-2 zoning dis-trict;

WHEREAS , The issues raised as �ar-i, of that zoning hearing
reyrolved around the present zoning code a�finitions of fast
foG�d restaurants , drive-in restaurants ana ���n�-c -i,ype of restau-
ra�ts should be permitted in the business zoning districts
of' the city, and the Council is of the opinion �chat the existing
zo�ing code provisions must be re-examined in light of the
cu�rent technology and restaurant practices and. their pot�ntial
im acf� upon the adjoining residential districts of the c�ty;

RESOLVED, Tha� the Council of the City of Saint Paul does
he�eby request that the Planning Commission conduct a study
of� the present restaurant-type businesses and the existing
zo� ing code provisions and provide the Council with its recom-
rne�idations concerning any proposed zoning regulation amendmen�s ;

FURTHER RESOLVED , That the Planning Commission is requested
�oi' provide the Council with its recommendations as soon as
polssible, but no later than 60 days from the dai,e of this reso-
luition.

Pursuant to your request I have prepared and transmit herewith
resolution directing the study of restaurant classifications
in the City' s Zoning Code and an ordinance establishing a mora-
torium on the establishment of drive-through restaurants pending
the completion of the zoning study. The adoption of the ordinance
is dependent upon the Council ' s adopting the resolution for
the study.
