1 WHEREAS, the City of Saint Paul, Ramsey County, and the
2 Saint Paul Public Schools comprise the Joint Property Tax
3 Advisory Committee (JPTAC) pursuant to M.S. 383A.75, and
4 WHEREAS, the State of Minnesota has continued its Youth
5 Initiative (Bonding) Grant Program pursuant to 1998 Laws of
6 Minnesota, Chapter 404, Section 5, Subd. 5, to make available
7 funding to design, furnish, equip, repair, replace, or construct
8 parks and recreation buildings and school buildings to provide
9 youth in grades fourth through eighth with enrichment activities
10 during non-school hours and that will provide equal access and
11 programming for girls, and
12 WHEREAS, the membership bodies of JPTAC have formed a
13 steering committee to recommend projects to be included in the
14 application to the State of Minnesota for grant funding, and
15 WHEREAS, under the JPTAC process, the City's Martin Luther
16 King Community Recreation Center received partial funding from
17 the 1996 grant program, in the amount of $1,225,396.00, for
18 addition and remodeling work to the Center, and
19 WHEREAS, the JPTAC has recommended that, under the 1998
20 program, funding be provided to the Martin Luther King Community
21 Recreation Center Project in the amount of $800,000.00, to fully
22 fund said addition and remodeling work,

NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul
supports and concurs with the Martin Luther King Community
Recreation Center Addition and Remodeling Project, and
FURTHER RESOLVED, that administrative staff are hereby
authorized to submit an application to the Minnesota Department
of Children, Families and Leaning for funding of this project.
