Based upon the previous history of noise complaints at RiverFest, the problem was greatly reduced last yesr. Festival Events, Inc. wi11 again work closely and cooperate , fu11y with a11 city departments and neighbors regarding noise. 7. We wi11 impose a decibel limit at the Festival Staqe sound � mixing position of 100 db. Based on a sound consultant 's studies last year, this was the single most important factor in controlling noise. .�. We wi11 maintain continuous monitoring at the sound mix � position during a11 Festival Staqe performances to insure that 1evels are consistent will the 100 db limitation. 4,. An accoustical curtain wi11 again be suspended behind the stage roof strvcture. This curtain wi11 hang 20 feet deep ' and cover the entire width of the stage to reduce sound , spillover to the neighborhood reside»ces behind the stage. 5�,. We will erect a wa11 immediately at the rear of the stage deck. The material from which the panels wi11 be constructed ' is 5/8 inch sheet rock, Iaminated between 2 sheets of plywood. Measurements of sound levels at the property line of the noise sounce has resulted in readings that may or may not be in violadon of the ordinance due to buildings,vehicles, equipment� etc. that may block,inccr+eease or ndirect sound. By having the enforCement monitoring done at the receiver the ordinance will be nare compatable with State noise regulations.'I7iis will give the ', Healch Division greata flexibility in obtaining assistar►ce from the state PCA and wiU eliminate citiun confusion when both agencies are investigating a complain� It is hoped that changing the measurement location to the property of the receiva will help eliminate these problems. It , was dete�mined that the removal of the bleachers wouW have little effxt on the overall sound I kvels in the surrounding neighborhoods, � ', Monitoring was conductod at the sound mix located in front of the main stage and at various otha locations on the festival8rounds. Three nights involved addidonal monit�ing at Prospecc Park,at 318 Ryan and at Irvine and Summit 11iis monitoring was done in conjucdon with the State Pollution Control Agency and Da�,e Braslau, a consultant hir�ad by Festivals Inc.. Data ' obtained on seven of the ten nights of the festival are presented in the attached graphs, � 1�e sound levels(L10)at the sonnd mi�c wene maintained within appro�imate�y�gA of the 100 ' dBA agreed to by Festivals Inc. On a number of occasions the persons operating the sound mia , had to be told to reduce the sound levels. Some were more cooperaave than others. A number � �them stated that if they reduced the sound levels below 100 dbA the quality of the sound , would be lost ' 1lie presence of Public Health staff at the sound mix fa each concert contribnted greatly to the i sound levels being maintained lower than what the sound crews would have liked. After notification by Public Health staff the music was ; �luctandy turned off. ' Complaints appeaz to have decreased compared to 1986.(See auached map.) , Comments from residents indicated that sound levels had decreased from previous years. I! 1. Impose a decibel level limit at the house mix position of 100 db. (last year � peaks were not me�sured but I expect that peaks of 112 - 116 db were experienced. � 2. Reduce the height of the performance deck from 10' to 6'. I!3. �Reduce the height of the PA wings (used for stacking cabinet arrays) form 10' to � 4� and stacking cabinets 2 deep rather than 3 deep consequently reducing the 'maximum height of PA from 20' to 11�' . '4. Suspending an accoustical drop from the stage roof structure. This drop will 'hang 20' deep and cover the entire width of the stage: . (noise abatement specification 'and a sample of the material is included). �a. We will erect a 12' wall immediately at the rear of Lhe stage deck. The material 'from which the panels will be constructed is 5/8" sheet rock laminated between 2 �heets of plywood 5/8" and 1/4 " thickness. This wall will extend a minumum of ¢4 ' width and a maximum of 80' . The drop will overlap the wa11 barrier to serve �s an accoustical trap. . �. 16 row bleachers will be positioned at rear of the house area to assist in sound wave absorbsion. 1�. We have retained Mr. Oavid Braslau, an accoustical engineer from the twin city are tp provide technical advice, nonitor PA levels both at the stage area and previous complaint locations, compile data for recommendations to further improve our efforts in the future.
