An Administrative Resolution establishing the
classification of Cable Communications Officer
in the classified service and the rate of pay
for this title in the Salary Plan and Rates of
Compensation Resolution.
RESOLVED, that the classification of Cable Communications Officer be
established in the classification plan; and be it
FURTHER RESOLVED, that the rate of pay for the title Cable Communi-
cations Officer be set at the rate set forth in Grade 23, Section ID4, in
the Salary Plan and Rates of Compensation; and be it
FINALLY RESOLVED, that this resolution shall take effect and be in
force on the first pay period after the passage, approval, and publication
of this resolution.

DESCRIPTION OF WORK
�eneral Statement of Duties: Performs responsible technical
sy�pervisory administration of data communications; the City cable
t�levision franchise; end-user computer support; video production;
t�lephone communications; and performs related duties as required.
��}pervision Received: Works under the general direction of the
M�anager of the Citywide Information Services (CIS) Division.
5upervision Exercised: Exercises within a unit general supervision
a�ver professional, technical� and clerical personnel. .
TYPIC�I. DUTIES PERFORMED
The l�sted examples may not include all the duties performed by all positions
in th�Ys class.
Interviews candidatea and effectively hires staff; assigns, monitors, and
evaluates work; prepares and monitors annual and project budgets; ensures
City policies are followed by staff and appropriate records are kept;
oversees delivery of unit's services. Responds to requests for information
on communications issues from departments, citizens� organizations, and
businesses. Prepares summaries and interpretations of communications
legislation for elected officials; prepares electronic communications
legislation testimony and position papers €or elected officials.
Supervises analysis� planning� work programs, equipment acquisition,
implementation, testing� and intergovernmental coordination related to data
communications over tleephone, cable� and other media; supervises local
area network (LAN) management and development of LAN standards.
Administers cable franchise regulations; prepares fee pro�ections;
determines that terms of the franchise are met; supervises reporting, field
inspections for standards compliance� responses to citizen complaints, and
preparation of policy recommendations; meets with other local governments
to coordinate cable pro�ects; provides staff and support to citizen
committees.
Supervises trouble-shooting of end-user equipment� microcomputer
troubleshooting and training, end-user hardware/software evaluations and
preparation of policy analyses� and recommendations relating to end-user
software and hardware.
Supervises analysis, planning, work programs, and production of video
materials for broadcast over cable medium; supervises specification and
acquisition of video equipment.

conducts Centrex agreement negotiations; eupervises analyais. planning,
work programs, equipment specification, implementation� and testing of
telephone systems as directed.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of state-of-the-art telecommunications technology� including
telephone/PABX and local area network technologies and of communications
standards promulgated through ISO, IEEE� CCITT� National Cable Television
Association� and similar bodies.
Knowledge of microcomputer technology and its applications in business
settings.
Knowledge of data link protocols such as SNA, SAA, R.25, and ASCII.
Knowledge of ordinances� laws� rules� and regulations relating to cable
franchising.
Knowledge of principles and practices of modern management.
Strong interpersonal skills.
Ability to plan� supervise, and evaluate the work of others.
Ability to communicate effectively� orally� and in writing with public and
private individuals and groups. �
MINIMUM QUALIFICATIONS
Graduation from college with a degree in electrical engineering,
telecommunications� computer science� or related technical field; two
years' experience in technical aspects of telecommunications� data
communications, local area network operation� or related work; and two
years' supervisory experience.

This resolution implements Legislative Code 430.021 which states:
"Within the office of the mayor, there shall be an office of cable
communications. The cable communications officer shall be appointed
by the mayor with the consent of the council and shall be in the
unclassified service of the city until the completion of construction
of the cable system, at which time the position shall become
classified consistent with civil service commission regulations and
the office shall be located in the department of Finance. "
