WHEREAS, The Department of Cozqmunity Services through its Division o� LibXaries, has identified
carry rward unspent fund balance; and
WHEREAS, The Division of Libraries has identi�ied a need to program excess fund balance to
imple t and carry out programs �unded through grants from The k'riends of the Saint Paul Public
Librar ; and
WHEREA , The Ma.yor, Pursuant to Section 10.07.01 of the City Charter, does certify that there is
availa le for appropriation total revenue in excess of those estimated for the 1987 Budget; and
WHEREA , The Mayor recommends the following additions to the 1987 Budget;
